  1. EU strategy for Sustainable use of pesticides: overview with focus on data for statistics Patrizia Pitton & Karin Nienstedt DG Health and Consumers – Unit E3 – Chemicals, contaminants, pesticides Eurostat Working group "Agriculture and Environment" Pesticides Statistics Luxembourg, 26-27 September 2013

  2. Content • Brief overview of EU legislative frame for sustainable use of pesticides • Focus on provisions concerning data and indicators • Overview on current implementation focus on Sustainable use directive • Future steps mainly related to data and indicators

  3. Objectives from the Thematic Strategy on sustainable use of pesticides • minimise the risks to health and environment • improvecontrols on the use and distribution of pesticides • reduce the level of harmful active substances includingcriteria and substitution principle • encourage low input or pesticide-free cultivation • establish a system to monitor progress on such objectives

  4. EU legislative frame Placing on the market of plant protection products Sustainable use of pesticides Maximum residue levels of pesticides Collection of statistics Technical requirements for machinery

  5. Main new measures from Regulation (EC) 1107/2009 on plant protection products • Criteria forapproval of substances • Substitution principle and comparative assessment • Extension of scope to safeners, synergists, co-formulants and adjuvants • IPM obligation • Specific provisions on Low risk substances • Zonal system andmutualrecognition

  6. Objectives of Sustainable Use Directive 2009/128/EC • to reduce risks and impacts on human heath and enviroment and • promote the use of low pesticides-input pest management giving wherever possible priority to non chemical methods in particular promoting Integrated Pest Management (IPM) and organic farming

  7. 1 Training 2 Sales 3 Awareness raising 4 Equipment NATIONAL ACTION PLANS How to achieve sustainable use? 5 Aerial spraying Tools 6 Aquatic environment 7 Protected areas Handling, storage, disposal 8 9 IPM

  8. Follow up on transposition and implementation in Member States • Transposition date : 26 November 2011 (on March 2012 : 10 Member States ) • Today: transposition completed from 26 Member States– no finalised transposition still in 2 MS • Submission of National Action Plan: 26 November 2012 – (in time 8) • Progress : 27 member States have submitted up to now (of them 1 still provisional)

  9. Main statistics provisions under Regulation 1107/2009 recital 44 • Provisions on record-keeping and information about the use of plant protection products should be established in order to raise the level of protection of human and animal health and the environment by ensuring the traceability of potential exposure, to increase the efficiency of monitoring and control and to reduce the costs of monitoring water quality.

  10. Main statistics provisions under Regulation 1107/2009 Art.67 record keeping • Producers, suppliers, distributors, importers, and exporters of plant protection products to keep records of the plant protection products (produce, import, export, store or trade) -at least 5 years. • Professional users of plant protection products shall- at least 3 years- keep records of the plant protection products they use, containing the name of the plant protection product, the time and the dose of application, the area and the crop where the plant protection product was used. • Authorisation holders shall provide the competent authorities of the Member States with all data relating to the volume of sales of plant protection products in accordance with Community legislation concerning statistics on plant protection products. • MORE INFO at Q/A : http://ec.europa.eu/food/plant/plant_protection_products/legislation/docs/qanda_regulation_1107-2009_en.pdf

  11. Main statistics provisions under Directive 2009/128/ECrecital 20 • It is necessary to measure the progress achieved in the reduction of risks and adverse impacts from pesticide use for human health and the environment. Appropriate means are harmonised risk indicators that will be established at Community level. Member States should use those indicators for risk management at national level and for reporting purposes, while the Commission should calculate indicators to evaluate progress at Community level. Statistical data collected in accordance with the Community legislation concerning statistics on plant protection products should be used. Member States should be entitled to use, in addition to harmonised common indicators, their national indicators.

  12. Indicators and Harmonised risk indicators Article 15 of Directive 2009/128/EC • National Action Plans shall also include indicators to monitor the use of PPP containing active of particular concern • MS shall identify trends in the use of certain active substances and priority items such as active substances, crops, regions or practices that can be used as examples to achieve objectives of directive • COM shall established harmonised risk indicators on the basis of Article 15 provisions ( regulatory procedure) and shall calculate risk indicators at Community level by using statistical data collected in accordance with Community legislation concerning statistics in order to estimate trends in risks from pesticides use • COM shall also use these data and this information to assess progress in achieving the objective of other Community policies

  13. First draft information from NAPs submitted so far (1) Objectives • General and target specific • Qualitative as: reduction of risks and impacts from use of PPP - develop and promote alternatives IPM organic farming - reduce dependence on pesticides - decrease residues in food and water - improve productivity and competitiveness of farming and agriculture sustainability/improve professional competence – improve control • Quantitative as: reduction % use –% MRLs exceedings -% EQS water - or increase monitoring labs capability and sampling - % use anti-drift noozles - disposal empty packages -% agricultural land covered by IPM guidelines - load / TFI index

  14. First draft information from NAPs submitted so far (2) Main measures • Measures set by Directive on sustainable use of pesticides • Research on alternative plant protection methods, risk mitigation techniques and ensure their application • Improve monitoring and control activities • Best practices for non agricultural users • To define priorities on substances to substitute and for target areas based on their environmental risk conditions (e.g. high presence of water sources, land threatened by erosion)

  15. First draft information from NAPs submitted so far (3) Indicators • most grouped as environmental, economic and social – most "policies" or "indirect" “trend” indicators: to measure progress in actions which can reduce risks • monitoring and control results • directly related to PPP: annual usage - treatment frequency index – toxicological environmental load calculations linked to actives/PPP properties and uses ( e.g. Load, HAIR, SYNOPS, etc)

  16. Main On-going Actions for SUD (1) • Member States delegates working group on SUD (8 meetings organised from 2011 up to now) • Forum on sustainable use of pesticides (IPM conference in 2012) • Survey on training: results soon available • Draft Project under Better Training Safer Food on "train the trainers" • Questionnaire to report on IPM by June 2013 • Planned Analysis of NAPs in 2013-2014 with FVO

  17. Main on-going Actions for SUD(2) • Strategic guidance on monitoring impacts on health and environment due to use of pesticides – Study on monitoring activities 2012 • Harmonised risk indicators to develop • Coordination with other EU policies: • DG AGRI FAS, EIP, new CAP (e.g. cross compliance) … • DG ENV WFD, Biodiversity,…. • DG ENTR Machinery, Standards… • DG RTD FP7, Horizon 2020 • DG Eurostat … • and others….
