Value to the Customer • Value: The Ability to Create a Streamlined Acquisition Saving Time, Money, and Resources Alliant allows a multiphased procurement approach (see ordering procedures under FAR 16.505) whereby an agency can determine capabilities and interest in a given procurement through a phased approach.  Industry may choose to participate  in those opportunities that best meets their corporate skill sets and capabilities. Several Alliant awards have utilized a  multiphased approach and successfully reduced their procurement lead times.  • Value: Comprehensive and Flexible IT scope Alliant's alignment to Federal Enterprise Architecture allows agency to - in a single task order - procure all aspects of complex and emerging technologies now and in the future. Examples would include the emergence of recent "cloud" acquisitions and the planning, inventory, integration and migration challenges faced during a transition as significant as enterprise email to the cloud.  GSA, Department of Labor and IRS have all selected Alliant to meet this challenge.

  8. What is a GWAC? A Governmentwide Acquisition Contract is defined as a task or delivery order contract for information technology. • Contracts established by one agency for Governmentwide use • Operated by an Executive Agency designated by the OMB • Pursuant to Section 5112(e) of the Clinger-Cohen Act • Not subject to the Economy Act

  9. Accessing a GWAC • Direct Acquisition • Requesting Agency conducts acquisition and administers the order • Assisted Acquisition • Servicing Agency conducts acquisition and administers the order on behalf of Requesting Agency for a fee

Alliant Program Overview The Alliant program strategy focused on the establishment of two Governmentwide acquisition contracts (GWACs): • Alliant and Alliant Small Business (SB) • Alliant GWAC, open to all prospective bidders • Alliant SB, set-aside for small business • Global in scope, offering a wide range of information technology services to Federal agency customers • Both Alliant and Alliant SB GWACs are multiple award, indefinite delivery / indefinite quantity (MA – IDIQ) contracts

  14. Alliant Program – What We Do • Ensure that Fair Opportunity is applied IAW FAR 16.505 • Provide guidance on contract terms and conditions throughout task order life cycle • Contract close out • Develop business cases for new GWACs

Alliant Program Scope • Information Technology (IT) Services and IT Services-based Solutions Contract aligned with FEA/DoDEA • Robust scope that provides access to a range of complementary management, technical, and other support services • IT Services-based solutions may include ancillary non-IT components as long as they are integral and necessary to accomplishing the IT solution

Why Align the Scope with FEA/DoDEA? • Use of a common language to track and report IT investment efficacy • Encourages re-use of proven solutions • Eliminates the need to “list everything IT” in basic contract • Evolves over time as emerging technology develops • Allows for Ancillary and Supporting Products & Services
