Eligibility • Part time faculty may apply after 7 semesters of teaching or non teaching service (counselors and librarians) in any one department, if they have had at least one evaluation during that period. • In the event that a part time faculty member has not been evaluated, he or she has the right to be evaluated this semester.

  4. Standards based on most recent evaluation • Group 1. Faculty member has received summary rating of “exceeds standards of performance.” or • Group 2. Using the two option Summary Report form, faculty member has received “satisfactory” level of performance with consistently high ratings in almost all areas. • Majority of ratings (peer): “SA,” rest are “A” and • Majority of ratings (student): “SA,” with very few “D” or “SD” or • Group 3. Using the four or two option Summary Report form, faculty member has received “meets standards of performance” or “satisfactory” level of performance with consistently high ratings in almost all areas. • Majority of ratings (peer): “SA,” no more than 1 “D” and • Majority of ratings (student): “SA” in majority of categories

  5. The four option Part-Time Faculty/Faculty Emeritus Employee Summary Report form shall be exclusively used effective fall of 2006. • Faculty and deans should be sure to discard any remaining 2 option forms.

  6. Disqualifying conditions Regardless of eligibility, part-time faculty will not be awarded preference rights or will lose preference rights under any one of the following conditions: • faculty member has not submitted final grades for a class in a timely fashion within the last four semesters • faculty member has not submitted census rosters or positive daily attendance rosters by the prescribed deadline on more than one occasion in the two most recent teaching semesters • faculty member has been absent from class, lab,or assigned staffing hours without proper notification to the division or instruction office on more than one occasion in the two most recent teaching semesters • faculty member has been the subject of persistent unresolved student complaints alleging violations of Education Code 87732 • the District has found the faculty member to have violated a specific section of Education Code 87732 • faculty member has not taught or has declined all assignments offered for the previous two teaching semesters

  7. Benefits • Whenever possible, a person with preference rights must be offered at least the load they were offered in the last corresponding semester. • Part-time faculty may independently qualify for rehire rights in different departments. • Part-time faculty may independently qualify for rehire rights at different colleges. • Part-time faculty with rehire rights have priority for long-term sub positions. • Schedule assignments go to part-time faculty with preference rights after “A” and “AC” assignments. • Department chairs shall provide part-time faculty with rehire preference the opportunity to state scheduling preferences. Preferences will be honored when possible and it does not conflict with existing department scheduling procedures.

  8. Departments will address in their written guidelines what will be the process for implementing part-time preference in scheduling (by November 15, 2006).

  9. Process • HR will make applications available to part-time faculty in their seventh semester. • District Human Resources will provide history regarding semesters of employment and load information for part-time faculty to college Human Resource offices and to all departments and divisions. • Eligible faculty member submits application to college HR by October 6, 2006. • HR attaches latest evaluation and sends packet to appropriate department chair.

  10. What department review teams must do • The department chair and division dean review applicants to determine eligibility. • In the absence of any disqualifying conditions, a faculty member in group 1 or 2 is granted preference rights without any further review. • The department chair and division dean review applicants in group 3 to determine whether or not to grant preference rights based on the evaluation criteria. • If the department chair and division dean cannot reach agreement about whether to grant preference rights for a faculty member, the department chair convenes the review team, which includes the evaluator or designee. • The review team decides by consensus whether or not to grant preference rights to the applicant. • Applicants denied preference rights have the right to appeal; however, the decision is non-grievable. • Preference rights are granted until the faculty member no longer meets the criteria.
