  2. PART 1 LEARNER PROCESS

  3. Learner Process Flow • Employer recruits learner (18.1 or 18.2) • Employer contracts with Training Provider • Learner Agreement signed by all parties and Learner is inducted • Learner Agreement is submitted to relevant regional office for registration

  4. LEARNER PROCESS FLOW • Agreements are verified for compliance and correctness as per checklist/guidelines • Regional office issues a receipt for all received accepted agreements • All unaccepted agreements will need to be amended accordingly and resubmitted

  5. LEARNER PROCESS FLOW • The ETQA will only register agreements that have been accepted. • Tranche payments will only be made on registered agreements.

  6. Learnership Duration 2013 • The SETA recommends that the duration of a Learnership should not exceed 15 months from 01/01/2013. • The Learnership programme cannot exceed the duration as specified in the signed agreement

  7. Learner Registration Process • The SETA follows the instructions of the agreement and links the person as a learner to: • A Programme (title/number) • An Employer • A Provider • A Learnership agreement number is generated • The Learnership is now registered, legally binding and training would have started as at the indicated dates

  8. Learner Plan 2013 • All Learner agreements will have a: • Start date must be the first of the month ie 1 January 2013 and not 5 January 2012 • Completion date must be the last day of the training month ie 30/31

  9. PART 2 • LEARNER CONDITIONS

LEARNER ATTRITION • All Agreements of learners “leaving the program” must be cancelled: • In writing to the ETQA by the Employer • With 14 days of learner “leaving the program” • POEs must be maintained for verification purposes, so that ETQA can issue learner with a Statement of Result for credits achieved. • Learners may not be replaced after a full month of training has been completed.

  11. FUNDED LEARNER ATTRITION • If a SETA funded learner left the programme, funding may be transferred to another learner provided that the learner is at the same point in the training as the previous learner ie. Unfunded learner that is on the same training programme as the funded learner.

  12. CHANGES TO LEARNER AGREEMENTS • Any and all changes to the Learner Agreement must be reported, in writing, within 14 days of the change to the ETQA i.e. • Changes to Learner Title • Changes to completion date • Changes to training provider • Changes to employer

CORRECTLY COMPLETING A LEARNERSHIP AGREEMENT • 2013 sees 2 types of Learnership Agreements • 1 for Adults/Minors (minor if under 21) (excludes ESDA) • 1 for Adult/Minors (includes ESDA) • All Learner Agreements must be typed out. • The signatures and dates will be the only hand written elements on the Agreement.

  14. CORRECTLY COMPLETING A LEARNER AGREEMENT • No blank spaces must be left. • Insert “N/A” if the section does not apply. • All alterations and/or deletions MUST be initialed by all main signing parties.

  15. PART 3 • LEARNER INDUCTION

  16. Guidelines for a learner Induction • Learnership Induction to include the following: • Signing of Learnership agreements • Signing of learning pathway • Signing of declaration of authenticity • Signing of employment contract

Guidelines for a learner Induction • Learner Program title • Copy of Learner Agreement given to learner and agreement content explained. • Responsibilities of the learner • The course program, including the subjects that make up the Learning Programme • Assessment dates, assessment method and criteria • Sectoral determination #5

  18. PART 4 • SKILLS PROGRAM DURATION

Duration of Skills Programs • The notional hours specified as per the credits of the clustered unit standards but:- • Must not be completed in less than 66% of the notional hours stipulated and; • Must not exceed 150% of the notional hours stipulated; • No extensions will be granted for Skills Programmes

  20. PART 5 • APPRENTICESHIPS

  21. Indenturing an Apprentice • An Apprenticeship Contract is physically delivered to the Regional ETQA specialist with all relevant and correct supporting documentation and signatures. • An Apprenticeship Contract can be obtained electronically from the ETQA office or the SETA website. • The Apprenticeship is registered on the MIS and the contract sent through to ETQA head office for signing. • Two copies of the final signed contract is submitted to the employer for their records.
