If an RTO is Responsible for System Reliability, it Must Have a Proactive Role in Planning • Can be a coordinated process with the transmission owners • A compliance mechanism is needed to ensure the PTOs construct needed facilities • RTO should be primarily responsible for determining project need

RTO Should be Responsible for Developing EconomicTransmission Projects • Economic benefits include increasing the resources available to constrained areas and mitigating market power • California ISO is developing a methodology to assess economic benefits • Third party investment in transmission should be encouraged, but not be relied upon

  4. Grid Planning Seams Issues Have Not Been a Problem for California to DateBut That Could Change • Very few large interstate projects are currently being planned so problems may not be apparent • An unresolved issue is how to avoid having a negatively impacted state block a beneficial line • WECC “Detailed Proposal” provides one means to address grid planning seams issues between RTOs
