  2. RTO UPDATE Two main changes for RTOs • Australian Skills Quality Authority (ASQA) replaces NSW VETAB • VET Quality Framework replaces Australian Quality Training Framework (AQTF)

Australian Skills Quality AuthorityNationalVET Regulator COAG announced National VET Regulator in December 2009 • NSW referred powers to register and accredit to the Commonwealth (Nov 2010) • Commonwealth legislation was passed in April 2011 – National VET Regulator Act 2011 • New Regulator – now known as the - Australian Skills Quality Authority began operations on 1 July 2011 – will have a comprehensive risk management approach to audit.

  4. RTO UPDATE VET Quality Framework The VET Quality Framework is a set of standards and conditions that ASQA uses to assess whether an RTO meets the requirements for registration * ASQA website

  5. RTO UPDATE The VET Quality Framework comprises Standards for NVR Registered Training Organisations Australian Qualifications Framework Fit and Proper Person Requirements Financial Viability Risk Assessment Requirements Data Provision Requirements.

  7. RTO UPDATE The Standards for NVR Registered Training Organisations replace the former AQTF standards . The Standards for NVR Registered Training Organisations will be used by ASQA as a key instrument in protecting the interests of all students undertaking vocational education and training in Australia. The Standards for NVR Registered Training Organisations are now the standards guiding nationally consistent, high-quality training and assessment services in the vocational education and training system. (ASQA website) .

  8. Standards for NVR Registered Training Organisations • The Standards relevant to DEC RTOs are the Standards for Continuing Registration (SNR15-25) • Very similar to the previous AQTF standards

Standards for NVR Registered Training Organisations • SNR 15 The RTO provides quality training and assessment across all of its operations • SNR 16 The RTO adheres to principles of access and equity and maximises outcomes for its clients. • SNR 17 Management systems are responsive to the needs of clients, staff and stakeholders, and the environment in which the RTO operates.

  10. Standards for NVR Registered Training Organisations • SNR 18– Governance • SNR 19 – Interactions with the National VET Regulator • SNR 20 – Compliance with Legislation • SNR 21 – Insurance

  11. Standards for NVR Registered Training Organisations • SNR 22 – Financial Management • SNR 23 – Certification & Issuing of Qualifications & Statements of Attainment • SNR 24 – Accuracy and Integrity of Marketing • SNR 25 – Transition to Training Packages/Expiry of Accredited Courses

Data Provision Requirements RTOs are also required to submit annual data on the following: Quality Indicators Data • Competency Completion – Completion data • Learner Engagement – Learner Surveys • Employer Satisfaction – Employer Survey These measures will be used to assess risk by the National VET Regulator

  13. RTO UPDATE What does this mean for our RTOs? Sydney Region - RTO number 90307 Registration will expire 31 August 2014 Registration has been transferred to the new Regulator - our job is business as usual and to to maintain compliance

  14. RTO UPDATE Key Evidence for compliance include: • Continuous Improvement • Internal Audits • Industry Consultation • Training and Assessment Strategies • Assessment Tools • Industry Current and qualified Trainers and Assessors • Compliant Student Information

  15. RTO UPDATE Key areas include: • RTO Quality Management System – to manage scope, authority to run • eBOS – records for enrolment, achievement and credentialling
