  14. PRGS: Introduction • PRGS is created to help bridge the gap between laboratory discovery/research to pre-commercialisationfor the creation of new technologies in line with the K-Economy and the New Economic Model. This includes proof of concept, evaluation, up-scaling, pre-clinical and field testing • Through research projects to be undertaken, the number of human capital and the number of research findings would be enhanced and in turn will greatly contribute to national development in research SSA CORE GTSD

PRGS Philosophy • Most prototypes produced by researches cannot be commercialized since it is still at the early stage of the process. • Therefore, PRGS is created to help bridge the gap between laboratory discovery/research to pre-commercialization for the creation of new technologies in line with the K-Economy and the New Economic Model. DEFINITION • This prototype development is established to bridge the gap between laboratory/research discoveries to pre-commercialization. • This includes proof of concept, evaluation, up-scaling, pre-clinical testing and field testing. RESEARCH AREAS • Open to all research areas with output that requires Prototype Development. SSA CORE GTSD

TERMS OF APPLICATION • Malaysian Citizen • Permanent academic staff (Professor, Associate Professor, Senior Lecturer, Lecturer) • For project leaders who are contract staff (including non-citizens), they musthave co-researchers who are citizens and are permanent academic staff. • PRGS is opened to all but priority is given to applicants who have successfully completed or have ongoing FRGS or any other grants related to the project. • Applicants are only allowed to be the Principal Investigator for one project. • Only one application will be approved in every cycle.

TERMS OF APPLICATION • The Principal Investigator of a previous cycle can apply again in the new cycle after fully completing the previous PRGS project . • The total allocation requested should not exceed the set ceiling of (RM 500,000.00). • Every research project is required to contribute towards human capital development as enshrined in the 10th Malaysia Development Plan. • Academic staff who is on study leave should not serve as the Principal Investigator but can remain as the co-researcher. • Principal Investigator who transfers to another University must relinquish his/her position as the PI (However, he/she may still remain as a co-researcher)

TERMS OF APPLICATION • Application for this grant should be made online via: http://mygrants.gov.my/main.php • All applications must be reviewed and endorsed by the Research Management Centre (RMC) of the respective university. The evaluation report shall be submitted to MOE secretariat along with the application form. Only applications that are supported by the RMC could be submitted to the MOE. • The applicant must declare all types of grants/fundings obtained - from beginning of the research until the prototype development

TERMS OF APPLICATION • For prototype research development that exceeds the set ceiling - researcher must declare all other funding obtained for the project. • All PRGS applications are required to be presented before the Assessment Committee. • For every approved project, if deemed necessary by the evaluation panel, a mentor will be appointed by the evaluator to help towards commercialisation of product. • For projects that involve human subjects, the project must be approved by the Ethics Committee. ASSESSMENT CRITERIA • The application must fulfill any one of the following: • Proof of concept • Evaluation/Assessment • Up scaling • Pre-clinical testing, and • Field testing • Prototype that will have an impact on humanity and society for improvement of quality of life • Prototype with potential to be industrialisedbased on the new knowledge • Prototype with potential to contribute to the country's strategic agenda SSA CORE GTSD

  23. Financial Regulations This grant cannot be used for the following: i. Developing a business plan ii. Market survey iii. Intellectual Property (IP) filing and registration iv. Product exhibition and promotion v. Conference presentation SSA CORE GTSD

  27. Research Output: Prototype • Prototype that fulfill features/objectives that was approved • Prototype that has successfully obtained pre-commercialisationand commercialisation grants SSA CORE GTSD

  28. Research Output: Intellectual Property • Each project must produce at least one (1) IP • PI is encouraged to file for IP at least 1 year after commencement of project • For projects funded by TRGS, researchers are encouraged to apply for registration of IP in the country before the international level • IP from PRGS jointly belongs to the Government of Malaysia and the University • Management of IP is the responsibility of the institution SSA CORE GTSD

  29. Research Output: Commercialisation Output • Commercialisationoutput from the prototype development that is funded under PRGS Grant and other sources has to be equally shared according to the funding allocation and other form of contributions for that particular project • For Public Institutions (IPTA), commercialisationoutput has to be distributed according to current CommercialisationPolicy. • For Private Institutions (IPTS), commercialisationproperty details have to be agreed upon in the clause of contract SSA CORE GTSD
