  5. ATEX 137 (1999/92/EC) • The Use Directive. • The HSE Implements ATEX 137. • The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR). • It is concerned with the Health and Safety in the Workplace where potentially explosive atmospheres may be present. Non-Electrical Equipment - PRESENTATION

  6. ATEX PRODUCTS • Directive 94/9/EC • The Equipment and Protective Systems intended for Use in Potentially Explosive Atmospheres Regulations 1996 (SI 1996/192) • Came into force 1 March 1996 • Mandatory 1 July 2003 Non-Electrical Equipment - PRESENTATION

  7. USERS DUTIES • Comply with Harmonised Standards • Conformity assessed to correct module • The Equipment must be CE Marked • All necessary information instructions for safe use • It MUST actually be SAFE Non-Electrical Equipment - PRESENTATION

  8. DSEAR Duties • Preliminary Hazard Analysis (PHA) • HAzard OPerational Study (HAZOP) • Area Classification (ZONING) • Risk Assessment (RA) • Elimination/Reduction of Risk • Control and Mitigation • Equipment Selection • Records and Planned Maintenance Non-Electrical Equipment - PRESENTATION

  9. UK Law on EX Installations • Health and Safety at Work Act • Electricity At Work Regulations • Provision and Use of Work Equipment Regulations • Dangerous Substances and Explosive Atmosphere Regulations • Verification of Functional Safety Critical Systems Non-Electrical Equipment - PRESENTATION

  10. BSEN 60079 Part 10-1:2009 • Explosive Gas Atmospheres • Assess the Explosibility of the Flammable Material • Calculate the Source of Release/Rate • Area Classification Procedure • Rate of Flammable Material Release • Classify Types of Zone (0/1/2) • Documentation=Drawings + Records DSEAR COMPLIENCE PRESENTATION

  11. BSEN 60079 Part 10-2:2009 • Combustible Dust Atmospheres • Assess the Explosibility of the Flammable Material (KST Value) • Calculate the Source of Release/Rate • Area Classification Procedure • Rate of Flammable Material Release • Classify Types of Zone (20/21/22) • Documentation=Drawings + Records DSEAR COMPLIENCE PRESENTATION

  12. EN 13463-1BASIC METHODSand REQUIREMENTS • European Norm Standards • New Requirements for Mechanical Equipment . • It is now essential to include the mechanical equipment in your DSEAR Assessment . • Design and construct to good engineering practice, with no effective ignition source. 18. CAT 1 - STORAGE OF TECHNICAL FILE • If the equipment is to be used in a Zone 0 environment, the manufacturer must gain an EC Type Examination and ATEX certificate from a Notified Body, and Quality Assurance issues apply. Non-Electrical Equipment - PRESENTATION

  19. CAT 2 - STORAGE OF TECHNICAL FILE • For category 2 non-electrical equipment, the completed technical file must be submitted to a Notified Body for their storage (for 10 years). • Please note that a Notified Body will not review the file, they will just store it. Non-Electrical Equipment - PRESENTATION

  20. CAT 3 - STORAGE OF TECHNICAL FILE • If the equipment is only to be used in a Zone 2 environment, the manufacturer can declare compliance (on completion and storage of the technical file) and label the product accordingly. • There is no legal requirement for the technical file to be submitted to a Notified Body in this case. Non-Electrical Equipment - PRESENTATION

  21. HSE Inspection Reports – Deterioration in Standards • Onshore - 50% of Sites – Improvement Notices issued • No Inventory of Equipment • Excessive Corrosion • Very Poor Condition • Casing Nearly Corroded Through • Excessive Water Ingress Non-Electrical Equipment - PRESENTATION

  22. SUMMARY • Obtain Material Safety Data Sheets • Carry out a Risk Assessment • Classify the Hazardous Areas • Document the Area Classification • Assess all Non-Electrical Equipment • Confirm the suitability of Equipment in the Hazardous Areas • Produce a set of Maintenance Records Non-Electrical Equipment - PRESENTATION
