  2. How Will This Be Done? Through the establishment of a e-community of local government stakeholders and partners that will contribute to the further development and strengthening of municipalities by the: • Sharing of knowledge • Enhancement of cooperation • Pooling of resources • Improvement of Coordination

  3. Exposure To Date To Local Government • Outstanding loans : R 9,359 billion • Development Fund Grants approved : R 86,048 million • DBSA Grants disbursed : R124,5 million

  4. DBSA Clients Of Total Municipalities • Cat A (Metros): 100% • Cat B (Local): 88% • Cat C (District) : 94%

LGRC: Outputs • PROFILING : Municipal Tendencies, Benchmarks, Performance Standards • ADVISORY SERVICE : Advice on problem areas where expertise is not freely available in smaller municipalities e.g. labor related aspects, I.T. issues etc. • CAPACITY BUILDING : Appraisal of Needs, Assistance with Project Design, Monitoring and Supervision of Interventions • MODELS : CSM, District Council Model • RESEARCH RESULTS: Share results of research, solution to problems and new initiatives in order to prevent duplication • INFORMATION DISSEMINATION : Centralise and share information and data from various sources on aspects such as Service Delivery, Environmental Management, LED etc

LGNet : Technology • The LGRC will be carried to all municipalities and stake holders by the LGNet. • The LGNet is a local government network and e-community that will operate using internet protocol tunneling technology to create a virtual private network providing a high degree of security, reliability and availability • The LGNet will use the Telkom public switched telephone network infrastructure • Where digital exchanges in rural areas are not available, satellite linkages will be provided • The LGNet will provide ICT infrastructure to local governments previously excluded

LGNet: Technology (Cont.) • A portal will be developed that will be utilised by the DBSA to support municipalities • A portal is a web-based integration platform for structured and unstructured data made available to a collective interest group to access, process and share information and collaborate on shared subject content • Linkages will be established with stakeholders such as national and provincial government departments, municipalities, SALGA, and local government institutes • The LGNet will link to the SITA GCCN network to avoid duplication of infrastructure

Expected Results Of The LGRC • Provide a framework for functional monitoring of municipalities • Provide a centralised source of data and information • Prevent duplication and multiple requests for information • Allow for a focused approach to capacity building and the measuring of the impact of interventions • Provide for improved communication and sharing of information and experience

Expected Results Of The LGRC • Create a channel for training and development • Allow for rational planning and policy formulation based on reliable data and information • Improved intergovernmental cooperation • Share in the results of research and lessons learned • Improve coordination at all spheres of government
