ICAOPolicies on charges for airports and air navigation services • Presentation by ICAO: Mr. EvalouGnang, Regional Air Transport Officer • To give on overview of the key principles of ICAO’s policies on charges, including performance measurement and benchmarking, cost recovery of airport security measures and balance of interest between airports/air navigation services providers and users, as well as the status of the policies.

  10. 14:00 SESSION 3: ICAO ECONOMIC ANALYSES AND DATABASES (EAD) PROGRAMME • Moderator: Mr. Christian Folly-Kossi, Secretary General, AFRAA • Presentation by ICAO: Mr. A. Sainarayan, Economic Analyses and Databases Section, Air Transport Bureau • To provide an overview on the best practices to be adopted to collect and meaningfully interpret the accounting and operational data. To discuss the role of High level indicators and measures to monitor performance, improve benchmarking and address infrastructural gaps • 15:30 Coffeebreak

Sainarayan, Economic Analyses and Databases Section, Air Transport Bureau • To discuss: a) how to utilize data to generate Management Information systems (MIS) and forecasts for facilitating Senior Management decision making; b) the role of exposure data in arriving at accident rates and the analysis of safety data to predict and improve safety of operations; and c) the need for common standards , taxonomy and definitions in accounting of financial and operational data. • 16:30Questions and answers

Valente, Representative of Argentina on the Council of ICAO Main areas of ICAO activity • Presentation by ICAO : Ms. Jane Hupe, Chief, Environment Unit, ICAO Cooperation with other bodies and the recent developments on aviation environmental protection.

  13. 09:30 Aircraft Noise • Presentation on ICAO Balanced Approach to aircraft noise management by: Ms. Jane Hupe, Chief, Environment Unit, ICAO • To provide to the audience an overview on aircraft noise management : • Aviation noise data (inventories and models); • Standards and the new technology available in aircraft noise; • Preventive measures available to address the effects of noise (land-use planning etc.); • Operational procedures available to minimize noise, • Operating restrictions including curfews; • Noise charges. • 10:20 Coffee Break
