  3. PFOS at Military Bases in Kansas Timeline of National Military Actions for PFOS/PFOA • U.S. EPA Lifetime Health Advisory (HA) of 0.07 µg/L for PFOS/PFOA 2017 DOD directed installations to: • Identify locations with known or suspected releases of PFOS/PFOA • Test for PFOS/PFOA in base drinking water and address contamination above HA • DOD identified 401 total active/closed installations with known or suspected releases of PFOS/PFOA • Contaminated water sources addressed alternative water sources – city, rural, or bottled water 2018 - 2019 Identification of PFOS/PFOA sources on bases in process

  4. PFOS at Military Bases in Kansas Location of Military Bases in Kansas Four active bases Two Base Realignment and Closure Sites

  5. PFOS at Military Bases in Kansas Sources of PFOS/PFOA at Military Bases • Aerosol Fire Fighting Foam (AFFF) principle source (1976) • PFOS/PFOA compounds make up the AFFF • Many long and short chain compounds are part of AFFF • Chemicals move readily with water but don’t easily degrade Potential future sources to investigate: Landfills, wastewater treatment plants, possible spill sites

  8. PFOS at Military Bases in Kansas Possible Routes for PFOS/PFOA Movement to Surface Water and Groundwater • Surface runoff over paved areas to: • streams, ponds, ditches, stormwater grates/drains/pipes, and unpaved land adjacent to base. • Air currents, movement of chemicals from heat sources • Drainageinto: soil, bedrock (fractured limestone or shale), cracks in asphalt/concrete. • Movement of soil and sediment into surface water with runoff

  9. PFOS at Military Bases in Kansas Kansas Army Ammunition Plant (KAAP) Labette County Parsons • No identified FTA at the Site • Parsons, KS and Labette, KS provided fire fighting services to the plant. • Records from fire stations not yet evaluated for use of AFFF at KAAP. Labette

  10. Fort Riley Geary County Planning call with Arcadis August 2019 Scoping call in fall 2019 Base has city water supply

  11. Sunflower Army Ammunition Plant Work Plan in 2019-2020

  12. Forbes AFB Sampled nine locations in January 2018 Re-drilling of temporary groundwater wells July 2019 Results expected fall of 2019 Base has city water. Forbes Air National Guard Army Aviation Support Facility

  13. McConnell Air Force Base • Site Inspection – August 2018 • Eight fire training areas on base • Has city water supply

  23. PFOS at Military Bases in Kansas Summary All military bases have started the site evaluation process for the presence of PFOS and PFOA compounds. Site Investigations are done for two active bases, in progress at the third base, and will be started in 2019-2020 for the SFAAP. Ft. Leavenworth, with affected water-supply wells, has city water. Remedial Investigations will begin in the near future at sites with water and soil detections of PFOS and PFOA compounds.
