Justinian appoints Belisarius to recover North Africa from invading Germanic tribes, he succeeded Justinian also tried to seize Rome After numerous campaigns, Justinian's armies won nearly all of Italy and parts of Spain Justinian ruled almost all the territory that Rome had ever ruled Conquered Lands

Due to Byzantium’s increasingly complex society the Justinian Code was created • Justinian set up a panel of legal experts to make the Justinian Code • This Code consisted of four works: • The Code contained nearly 5,000 Roman laws that were still considered useful for the Byzantine Empire • The Digest quoted and summarized the opinions of Rome’s greatest legal thinkers about the laws. This massive work ran to a total of 50 volumes. • The Institutes was a textbook that told law students how to use the laws • The Novellae (New Laws) presented legislation passed after 534 • Justinian Code decided legal questions that regulated whole areas of Byzantine life • The Justinian Code served the Byzantine Empire for 900 years Justinian Code

Justinian rebuilt the fortifications of Constantinople along its Western land borders and constructed a 14-mile stone wall along the city’s coastline Church building was Justinian’s greatest passion, he is known for the Hagia Sophia, the most splendid church in the Christian world During his building program he also built baths, aqueducts, law courts, schools, and hospitals Justinian launches building program

During the Nika Rebellion, two fan groups packed the Hippodrome and demanded the overthrow of Justinian Justinian considered fleeing the city, but his wife, Empress Theodora, convinced him to stay and she gave a remarkable speech Belisarius then broke in with his troops and slaughtered about 30,000 rebels Theodora persuaded Justinian in this particular situation, she also had great influence on Justinian “behind-the-scenes” Justinian’s Wife
