Background • Formal end of apartheid in 1994 and the ushering in of democracy. • Main strategic objective of the country was to end the legacy of colonialism and apartheid while at the same time reconstructing and rebuilding the nation. • 1996 White Paper on Arts, Culture and Heritage and the conception of the idea of establishing the NHC as a coordinating and transforming agent. • Fragmentation of the Sector and Strong legacy of the past. • Social cohesion and nation building in the spate of xenophobia attacks.

NHC Mandate and core functions • National Heritage Council, 1999 (Act No.11 of 1999) and NHC establishment in February 2004 • Core functions • Coordination of the heritage sector in SA • Provide policy advice to the Minister • Funding of heritage projects • Promotion of public awareness through education and public participation. • Transformation of the sector
Vision of the NHC To be the leading agent for the preservation, protection and promotion of the South African heritage, both tangible and intangible, for sustainable development
Mission of the NHC • Co-ordinate heritage management informed by stakeholder consultation and engagement; • Provide a transformation strategy and framework for the heritage sector to embrace South Africa’s diverse heritage in the interest of national identity; • To facilitate the development of heritage policies through consultations and partnerships with key sector role players; • Advise the Minister of Arts and Culture on heritage policies and other heritage matters; • Play a leading role in the establishment of policy for the repatriation of South African heritage resources; • Promote, mainstream and foreground living heritage with particular emphasis on Ubuntu as a resource for nation building; • Provide a framework for the sustainable use of heritage resources in social development to unlock the economic potential of South Africa’s national heritage; and • Facilitate the establishment of strategic partnerships with heritage stakeholders and role-players nationally, regional and internationally.
NHC strategic priorities • To provide the Minister of Arts and Culture with sound policy advice on all national heritage matters • Equitable redress and inclusivity • Enhance the role of Ubuntu in nation building • Improve coordination and management of the heritage sector • Positioning the sector as a significant contributor to the socio-economic development • Public awareness, education and stakeholder relations • Institutional development of the National Heritage Council and Heritage Organisations
Key strategic programmes for 2007/8 • Revival of Ubuntu for Nation-building (annual national Imbizos rotating through provinces and Ubuntu Award) • Development and implementation of Heritage Transformation Charter. • Liberation heritage programme • Irish-South Africa heritage programme • 2010 Soccer World Cup Legacy programme • Audit of the sector and development of the information portal on the sector • Training and engaging journalist and media houses on reporting heritage stories • Training and development of young artists in the area of indigenous arts • Early African intellectuals programme and which includes Sol Plaatjies • Unearthing unsung heroes and heroines • Development of repatriation policy framework for the country in partnership with SAHRA • Survey of Heritage contribution to economic development in order to review the resouring of the heritage sector. • Development of a policy framework for digitization of heritage resources in SA (working with DAC). • Development of a policy and a model for access to heritage institutions and places. • Development of NHC heritage resource center • Mobilization of resource for the sector • Assistance of SA heritage organizations in their engagement with international heritage bodies.

Some challenges facing the sector • Overlapping roles due to vague legislation and role definition(transformation charter outlines recommendations) • Weak collaboration among various actors in the sector resulting in competition and duplications. • Poor understanding of the strategic role of heritage • Absence of a sector wide strategy(transformation charter approach) • Sector funding impact &needs analysis • Lottery funding disbursements too slow&demorilising the sector
Opportunities in the sector and strategic interventions that can be made • Growing realization of the importance of the sector. • Realization of key national programmes that can only be tackled by the sector i.e. social cohesion and language. • 2010 presents yet another opportunity for show-casing our culture and heritage with a resultant boosting of the cultural and creative industries. • Adoption of social cohesion as one of Government’s key priority areas • Current DAC-led Policy Review process and NHC-led Transformation Charter Development process.
