  1. W9 The Water Quantity Opera – Can We Have a Happy Ending? What is the essence of the platform for the topic? (2-3 sentences) In Puget Sound, most watersheds identified water quantity as a factor limiting salmon recovery. Yet we haven’t set any instream flows in two decades. The essence of the platform is that we need to set instream flows; advance the science; and take actions, both interim and long-term, to improve current conditions.

W9 The Water Quantity Opera – Can We Have a Happy Ending? • The participants generally supported the three-part • strategy as presented in the Platform. • Areas to continue to emphasize: • Vision • Specific goals • Public Education • Balancing the needs for certainty and specificity with the need for flexibility • Working together to overcome fears and build trust and cooperation • Ensuring there are the tools and resources for implementation

(top 3-5) • Identify the problem areas and prioritize actions that would protect and restore • flows that most significantly benefit fish • We currently link instream flows to habitat. We need to link habitat to the • planning targets for fish populations. • Create the mechanism to ensure that tribal interests are addressed • Involve salmon recovery planning groups in developing solution • to water processes and flow problems • Broaden solutions and incentives. For example, creating a market for • reclaimed water and reduce fears about reclaimed water use.

(top 1-2) • Policy: What does adaptive management (flexibility and adaptability) • mean in a water right world? • Science: We need to more effectively understand the impacts on instream • flows of such things as stormwater treatment, groundwater development. • We need to understand the importance of instream flows into the estuaries.
