  2. WECC-0103 • BAL-STD-002 Variance • SAR initiated by Xcel Energy • In case FERC approval of BAL-002-WECC-1 was delayed • Add a variance to BAL-STD-002 permitting the use of specific Xcel resources as Spinning Reserve

  3. WECC-0103 • Team Actions • Variance not needed • Changed WECC definition of “Spinning Reserve” to match NERC definition of “Operating Reserve – Spinning” • Fulfills WECC action item under FERC 740

  4. WECC-0103 • Dissenting Opinion • “on-line, unloaded generating capacity” language remains • Deseret suggested language itemizing additional resources (demand response, interruptible load, etc.) • DT concluded that these are included in the NERC definition

  5. Definitions • Spinning Reserve (WECC) • Means unloaded generation which is synchronized and ready to serve additional demand. It consists of Regulating reserve and Contingency reserve (as each are described in Sections B.a.i and ii). • Operating Reserve – Spinning (NERC) • The portion of Operating Reserve consisting of: Generation synchronized to the system and fully available to serve load within the Disturbance Recovery Period following the contingency event; or Load fully removable from the system within the Disturbance Recovery Period following the contingency event.
