Milestones and Timelines cont’d • First PRS: 2002 • Preparation: 2000-2002 • Implementation: 2002/2003-2004/2005 • MEGS: 2003 • To elaborate and address shortfalls in Pillar one of the PRS • MGDS (PRS II): • Preparation 2004- March 2006 • Focus on growth as a means of poverty reduction but with consideration for redistribution through: Social development, Social Protection, Safety Nets and progressive taxation • Utilisation: overall policy framework and guide 2006/2007 budget preparation • Implementation: 2006 - 2011

  4. ALIGNMENT OF MGDS TARGETS WITH MDGs • Relate MDGs and MGDS but does not include goal #8 – develop a global partnership for development • Indicators included in Annex II • no Targets • no baseline

  5. MAJOR CHALLENGESS • MDGS aligned to vision 2020 • Rigour: no targets and where available not substantiated with solid analysis • Targets not aligned to MDGs • Financing: budget not consistent with inputs needed in MDGs • Initial Costing done by DFID Consultant but not finalised • M&E Master plan used and provides strategy for monitoring MGDS but there is need for mechanism for effecting changes after producing APRs

  6. NEXT STEPS FOR COSTING MDGs • Needs assessment to undertake MDG needs assessment within three weeks from today • Mobilise resources • Implement the road Map for MDG Needs Assessment • Establish mechanisms for effecting changes • Use needs assessment for advocacy and influence changes in the MGDS

  7. EXPECTATIONS OF SUPPORT FROM THE UN AND OTHER PARTNERS • Financial support • Needs assessment process • Support for Quick Wins • Technical Assistance as and when required
