Steps of the Dissemination • Look for the institute(s) interested with introduction of ABCD to China • Prepare the cases of “spontaneous” asset-based community-driven development in China and develop the curriculum and course manual • Run TOT and Pilot courses or TOT on ABCD • Conduct the pilot projects at various kind of communities, with ABCD training as the starting point. • National symposium to introduce ABCD and present the results, and formulate the action plan for the dissemination in China

Look for the Institute(s) Interested with Introduction of ABCD to China • Develop the brief introduction of ABCD in Chinese, the approach/methods, the effects or outcomes in some other countries, and the implications to poverty reduction, rural and ethnic minority development in China; • Email the introduction to the potential institutes, e.g. IPRCC (Institute of Poverty Reduction Center in China), the national training center of cadres/leaders in poor areas, national NGO, e.g. Dacheng Foundation, international NGO, e.g. PLAN China, etc. • Meeting with the interested institutes, presentation with slides, discussion, action planning after consensus or agreement reached. • Develop the project proposal of joint-course on ABCD with Coady, and look for donors, e.g. Ford, DFATD, etc. • Organize the field trip for the key persons of the institute to one of Coady partners, e.g. in Vietnam or Indonesia, esp. on how they mainstreamed ABCD in their country.

  4. Development of the “Spontaneous” ABCD Cases in China and the Curriculum/Course Manual • Form a core group with the institute, and then the work plan; • Selection of the survey areas, by zoning in terms of resource endowments, infrastructure, land use and farming systems, poverty level, ethnics, social or culture of autonomous governance and development, etc., and consider the possibilities and significance to the nation, e.g. poverty reduction, rural and/or ethnic minority development, etc. • Selection of the survey sites in the identified areas;

Development of the “Spontaneous” ABCD Cases in China and the Curriculum/Course Manual • Conduct the case studies at the identified sites with the tools: • Appreciative interview, story telling; • Resource and community mapping, transect; • Asset inventory, association mapping; • Leaky bucket; • etc. • Edit the cases; • Develop the curriculum and course manual with Coady course facilitator together.

  6. Run TOT and Pilot Courses on ABCD • For the 1st round the institute recruits the participants – the trainers or the field practitioners with training duty; • Run the TOT course on ABCD in one of the survey areas jointly with Coady facilitator together; • Field exercises will be conducted twice, at one of the survey site with the successful case mainly for learning, and the site with interests with applying ABCD mainly for actual practicing, which was identified before the course in this area; • Reflection and evaluation of the course and organize the core group of Chinese trainers; • Further improve the course and the manual, and deliver the 2nd round ABCD course for the practitioners;

  7. Conduct the Pilot Projects of ABCD with Training as the Entry Point • Identify the participants of the 2nd round course who are qualified and have personal or contextual potential/advantages to initiate the pilot project; • The course facilitator goes with one of them to initiate the ABCD process in his/her project community, started with ABCD training, delivered by one of the Chinese trainer and assisted by the practitioner, to his/her colleagues; • The others conduct their own pilot projects also started with ABCD training; • Through internet (Weibo, QQ, etc.) and field visit, to exchange the lessons learnt, good practices, problems, etc., and give advice by the pilot course facilitator; • Those participants develop own cases and stories.

  8. Possible Framework of ABCD Pilot Program • Apply the appropriate ABCD tools with proper sequence to produce the following outputs/outcomes: • Became aware and proud of what community have (assets, esp. human and social) and had already achieved, and then self-confident and mutually appreciated; • The vision was set up and the strategy to realize it identified; • The opportunities were identified, which could increase the flow-in, and reduce flow-out, the low to high hanging fruits identified as well as the challengesand risks; • Action plan was formulated on what, where, by whom, how, when; • Stakeholders were identified – what outsiders could complement what the community have and want to do, and the partnership established, and the community became more solidary.

  9. National ABCD Symposium and Action Planning for the Dissemination • Introduce of ABCD; • Presentation of the pilot projects’ results; • Consensus workshop to reflect and analyze the current situations in the sectors of the institute, e.g. poverty reduction, rural development, ethnic minority development, etc., and reach the consensus on the introduction or dissemination in its sector national-wide; • Formulate the action plan and policy recommendation for the dissemination; • Set up the partnership between the institute and Coady for developing more joint-courses relevant to the community changes in China as well as the Sino-African cooperation in Poverty Reduction.
