The organization is headquartered in Austin, Texas and has offices in Beijing, China. • As soon as China improved its Civil Affairs system regarding abandoned and orphaned children and established China Center for Adoption Affairs, Snow Wu founded GWCA. Great Wall China Adoption, a non-profit adoption agency based out of Austin, Texas, is a highly recognized organization for its exceptional services in helping children find permanent homes. The agency was first established in 1996 as China established The China Center for Children’s Welfare and Adoption (CCCWA) to facilitate the adoption of orphaned and abandoned children in the country.
