  3. NETWORK STATUS LANS are on coordinated frequencies resulting in minimum interference between LANS 20 MILE RADIUS COVERAGE OPERATIONAL Many sites have internet access. This adds to the speed of linking between sites so long as the inter-net is available WORK IN PROGRESS LOCAL AREA NETWORKS(LANS)

  4. WL2K SERVER STATUS WINLINK 2K RADIO MESSAGE SERVERS (RMS) VHF – UHF RMS PACKET SITES HF RMS PACTOR SITES A connection to any RMS site links the user to WL2K Central Mail Server (CMS) on the internet for e-mail exchange. There are five mirror CMS sites on three continents.

  9. WL2K Establishing WL2K Capability at home • If you have e-mail capability – just add an @winlink.org e-mail account. • No additional hardware required - Only a ham radio license. • Use existing e-mail client (i.e. Outlook Express, Outlook, Thunderbird, etc.) • Establishing an @winlink.org account may be done in a few easy steps. • For the computer-challenged, step-by-step instructions are available on the Winlink For Dummies Yahoo Group. • The Yahoo Group will be replaced with a WL2K For Dummies Forum on the Winlink web site in March. • Use the Winlink account via the internet – just like the commercial account. • Later, add a TNC, radio, and antenna – and enjoy E-Mail over Radio. • Local radio links use 1200 baud or 9.6kb packet on VHF/UHF. • Long range links use Pactor on HF. • New HF sound card mode “WINMORE” will be introduced this year.

NORTH FLORIDA EMERGENCY PLAN THE REVISED SECTION EMERGENCY PLAN MAY: • Recognize the value in service of providing complex messaging capability to support EMAs and other served agencies. • Recognize that e-mail messaging is the common denominator for world-wide messaging. • Recognize that e-mail is more efficient than typical Ham Radio means for record message transfer. • Adopt the WL2K E-mail Over Radio system as the primary method for transferring and exchanging complex messages for EMCOMMs - when other methods of data transmission are not otherwise available due to infrastructure or traffic issues. • Require all ARES appointees at EC level and above have a Winlink.org e-mail account. • Recommend local ARES groups establish WL2K accounts and capability at EOCs and other fixed served agency sites and for tactical support such as incident command. • Recommend that e-mail messaging for ARES planning and discussion utilize the WL2K e-mail accounts.

NORTH FLORIDA EMERGENCY PLAN THE REVISED SECTION EMERGENCY PLAN WILL: • Recommend ARES members: - Establish WL2K E-mail accounts at home. - Be trained or gain experience in basics of WL2K E-Mail over Radio. - Include WL2K E-mail over Radio in go-kits. For those with WL2K go-kit capability – • Require certification in WL2K E-mail over Radio prior to deployment outside local area of jurisdiction. • Establish certification process which will include successful demonstration of WL2K E-Mail over Radio using go-kit. This will consists of sending one e-mail through local VHF RMS packet site and/or sending one e-mail through each of two RMS HF sites. • Certifications will not be processed during a declared emergency in the state of Florida or an event watch or warning. NETWORK STATUS WINLINK 2000 WHAT’S NEXT? • Visit the Winlink 2000 website for more information. • Join WL2K for Dummies Yahoo Group, take the course, and establish your @winlink.org e-mail account. • In March look for WL2K For Dummies on the Winlink website. • Add radio capability to your Winlink account. • Support your local ARES group and establish and/or maintain a Packet LAN. • Use WL2K e-mail for routine communications with your ARES group members.
