Background • Strategic Directive 6.1 Reduce the amount of organics in waste stream by 50% by 2020 • Organics summit/Biofuels Forum Gathered stakeholder input on how to increase organics diversion from landfills • Organics Roadmap Several issue categories, including ADC policy, addressed in roadmap • ADC Policy Agenda Item – March 11, 2008 • ADC Policy Working Group Meetings and Analyses (April/May 2008)

Workgroup Analyses • Option 1: Marketing, Re-Use and Purchasing • Compost marketing plans with organics re-use and purchasing requirements • “Toolbox” to assist local jurisdictions • Potential Policy Options • Marketing, Re-use and Purchasing • Fee Proposals • Diversion Processing Capacity • Local Contract Mechanisms • Phase-out of Diversion Credit

Option 2: Fee Proposals • Apply the $1.40 per ton charge to green material ADC and/or • Raise the disposal tipping fee on all solid waste disposal. • Revenues used for infrastructure and market development, & compliance. • Potential Policy Options • Marketing, Re-use and Purchasing • Fee Proposals • Diversion Processing Capacity • Local Contract Mechanisms • Phase-out of Diversion Credit

Option 3: Diversion Processing Capacity • Require local jurisdictions to develop a “Diversion Capacity Element” • 15 year diversion processing capacity • Approval by majority/majority or one jurisdiction? • Significantly more analysis regarding implementation would be needed • Potential Policy Options • Marketing, Re-use and Purchasing • Fee Proposals • Diversion Processing Capacity • Local Contract Mechanisms • Phase-out of Diversion Credit

Option 4: Local Contract Mechanisms • Implement contract provisions that support non-landfill uses of green material • Municipalities only implement new contract provisions as contracts are re-negotiated with existing or new haulers • Potential Policy Options • Marketing, Re-use and Purchasing • Fee Proposals • Diversion Processing Capacity • Local Contract Mechanisms • Phase-out of Diversion Credit
