Role of Canada’s CDM/JI Office • Act as national focal point for CDM and JI • Conduct domestic & international outreach • Facilitate Canadian participation • Provide technical guidance to companies • Conclude bilateral agreements with key countries • Offset Project Transaction Costs (Feasibility studies, Baseline/Monitoring Plans, PDDs, Registration, Verification) • Approve Canadian participation • Analytical studies and input into negotiations

Project Facilitation in EITs • Market studies for: Russia, the Czech Republic, Kazakhstan and Bulgaria • Market study for Poland underway • Feasibility/baseline studies for projects in Poland, Romania and Russia • CDM/JI capacity-building in Kazakhstan • Outreach in Ukraine, Poland, Romania, Bulgaria, Russia, Hungary and the Czech Republic

Canada-Russia Joint Working Group • Created 2002 • Committed to making ratification of the Kyoto Protocol mutually beneficial for both countries • Dedicated to overcoming barriers to the implementation of the Kyoto Protocol in Russia • Composed of officials from both governments • Canada: Foreign Affairs Canada, Environment Canada, Natural Resources Canada • Russia: MEDT, RosHydromet, MFA • IET and JI subgroups created

  6. Planned Activities of JI Subgroup • JI approval procedures (Canadian and Russian) • Identification of key regions, sectors and projects • Monitor links with IET/Greening Investment • Development of multi-project baseline for natural gas sector • Analytical work related to investment barriers: credit ownership, taxation, etc…

Other Canadian Climate Change Initiatives in EITs • Industry Canada: Sustainable Cities Initiative • NRCAN: -Technology Promotion Officers -Canadian International Initiative for Technology Transfer -Technology Early Action Measures (TEAM) • High efficiency boilers in two pilot regions for Russia (Komi and Tyumen) • Upgrade of gas distribution networks for Romania

Canadian JI Capacity Building Activities • Caspian Basin GHG Emissions Reduction Training Program: Kazakhstan, Uzbekistan and Azerbaijan • Capacity-building in Ukraine: concluded April 2003: • Development of Ukrainian JI approval procedures • Technical assistance on Ukrainian GHG inventory • JI projects database (available online) • Sponsored workshops in Poland, Hungary and Russia • Contributed to Russian climate change publication

Canadian Private Sector and JI Opportunities in Russia Opportunities: • Rehabilitation of natural gas infrastructure • Engineering services related to oil refinery sector, oil and gas exploration, aluminium smelters, and mining industry • Potential markets for: energy efficient buildings, small hydro, fugitive methane emissions Commercial presence: • Russian crude oil significant Canadian import • Recent resurgence of Canadian investment in Russian LNG sources
