Non-credit Courses • Instruction where the instructional unit of measure is usually clock hours, continuing education units (CEUs) or competency assessments • No Grades, Grades or Pass/Fail vary greatly from state to state and institution to institution • Common disciplines • English as a Second Language (ESL) courses • Pre-collegiate basic skills courses • Workforce Development courses / programs • Apprenticeship programs • Licensure or Certification preparation courses / programs

CE to CU Barriers • Minimum qualifications for faculty • Major reliance on part-time faculty • Lack of policies regarding course repetition • Lack of student performance assessment • Few resources for data collection and monitoring student progress • Lack of course / program approval through a governance system • Lack of alignment with a credit program • Lack of a program review • Accreditation issues

Best Practice: Course Equivalency – Syllabi or Outlines • The non-credit course(s) must have a defined number of contact hours • The non-credit course(s) must cover the same content (competencies) • The non-credit course(s) must be taught by a qualified instructor • The student must have received a minimum grade of “C or Better” or “P – pass” or present a “competency achievement record”

Best Practice: Completion of a Non-credit Program – Block of Credits • Workforce Development • Technical training – maintenance technician, solar PV installer • Apprenticeships – machinist, electrician • Healthcare training – nurse aid, home health aid • Career training – medical secretary, medical insurance and billing (If there is no aligned credit program, articulation with a completion degree such as Technical Studies or General Studies is often possible)

Best Practice: Licensure or Certification Equivalency – Block of Credits for Passing an Exam • Certification awarded by a government body • Law Enforcement Officers Training – State regulated • State Registry for Emergency Medical Technician (EMT) • Certification awarded by a national credentialing body • Child Development Associate (CDA) – National Association for the Education of Young Children • Certification awarded by an industry recognized body • Cisco – Cisco Certified Network Associate (CCNA) • NIMS – National Institute for Metalworking Skills (CNC Milling Operations)

Reasons for CE to CU Articulation • Keeps students on a continuum of learning • Enables community colleges to recruit credit students from within – saves dollars • Saves students and financial aid granting agencies dollars - learning is not duplicated • Saves students time - learning is not duplicated • Promotes “one college “ concept – CE and CU both have an equally important role to play in helping students achieve their goal(s)
