Defining Diversion “Diversion” is a process whereby people are assessed and their needs identified as early as possible in the offender pathway (including prevention and early intervention), thus informing subsequent decisions about where an individual is best placed to receive treatment, taking into account public safety, safety of the individual and punishment of an offence The Bradley Report: Lord Bradley’s review of people with mental health problems or learning disabilities in the criminal justice system (2009) p.16

  8. BDP Task To research, review and make recommendations to shape the future development of liaison and diversion services and supporting care pathways in the north east region for offenders. To provide commissioners with an instrument for self-assessment and a toolkit to ensure levelling up between and within localities and organisations in the north east.
