FY11 JETP Shortfall • Requirement: $41.3M • JS Allocation: $40.6 • Planning Target: $41.3M* • Planning Shortfall: $700K • EUCOM considers the FY 11 requirement to be within tolerance of the JS allocation. • * Planning Target: To prevent under-spending, historically plan ~10% over allocation due to canx’s & ability to get EOY $ • EUCOM does not see a need for additional FY 10 JETP funds at this time.

  3. Planning Assumptions • EUCOM leadership approved plan 19 Jan 10 • Manages expectations/prevents unfunded commitments • No additional funds currently required from JS for FY 11 • Unprogrammed growth borne by OCE desiring growth

  4. Recommendation Planning Target: $41.3M Allocation: $40.6M Added Exercises NATO Exercises

  5. Potential Impacts • Marine / Georgia FTX – New Exercise being staffed. NO COMMAND DECISION YET. • Potential risk to exercise program: • Minimal • $2M in JETP to maximize engagement • Funds currently available through down – sizing of IMMEDIATE RESPONSE and REGIONAL RESPONSE • Exercise currently scheduled for APR/MAY 2011 • End State • Georgia Development Program (GDP)-ISAF • GDP-ISAF is an enormous investment by USG and a GEO FTX will continue to demonstrate our strong partnership • A FTX reinforces the GDP-ISAF Train-the-Trainer approach to increase GEO training institution’s capabilities • Maintain engagement once GDP-ISAF concludes Sept 2011

FY12 JETP Shortfall • Requirement: $47.1M • JS Allocation: $40.7 • Planning Target: $44.7M* • Planning Shortfall: $4.0M • FY 12 shortfall driven by increased size of BMD exercise in theater. • FY 10 exercise funded through CCIF program. Not available in FY 12. • EUCOM has requested $4.0 Mil increase in the FY 12 POM to cover costs of this event in even years.
