This study evaluates the implementation of e-governance among city government websites in Mindanao, Philippines. It aims to assess the level of implementation, content availability, additional features, and compliance with the Freedom of Information (FOI) policy.

WHAT WE KNOWReview of Related Literature • E-GOVERNANCE • The application of ICTs to transform EFFICIENCY, EFFECTIVENESS, TRANSPARENCY, AND ACCOUNTABILITYof informational and transactional exchanges TO EMPOWERCITIZENS as stakeholders through access and use of informationsuch as in the government websites. • The 2016 United Nations e-government Survey highlighted a POSITIVE GLOBAL TREND towards higher levels of e-government development.

WHAT WE KNOWReview of Related Literature • Countries in all regions in the world are increasingly embracing innovation and utilizing ICTs to deliver services and engaging people in decision-making processes. • E-GOVERNMENT has the potential to help support the implementation of the 17 sustainable development goals (SDGs) agenda in 2030.

WHAT WE KNOWReview of Related Literature • The e-Government is one of the prime areas. • The country has already made significant progress in the area of e-government as per the UN reports in 2008, 2010 and 2012. • Republic Act 8792, otherwise known as the E-commerce Act of 2002. • At the LGU level, the Act “aims to get ICTs into the bloodstream of LGUs and enable better and faster delivery of government services to citizens at lesser costs, and, at the same time, generate higher revenues for themselves.”

WHAT WE WANT TO KNOWGap in the Literature  The maturity level in e-government STILL REMAINS RELATIVELY LOW, especially due to its modest level of ICT infrastructure…and EXISTING E-GOVERNMENT IMPLEMENTATION BACKBONE (NCC & NIPA, 2012).  Lallana, et al. (2012) identified electronic commerce and E-GOVERNMENT RE-ENGINEERINGareas were two of the five areas that need further study and policy formulation.  Given the current status in the Philippines, THERE IS A NEED TO EVALUATE THE GAP in the prevailing e-government implementation in the government agencies.

  6. WHAT WE WANT TO KNOWObjectives of the Study The general objective of the study was to ASSESS THE E-GOVERNANCE IMPLEMENTATION among city government websites in Mindanao, Philippines. Specifically, it aimed to: 1. describe the profile of the city; 2. determine the level of implementation on the contents (by function); 3. determine the additional features available; and 4. determine the level of compliance in implementing FDP in the manner of posting the required documents

The FDP reports categorized into three such as: • Budget Report • Procurement Report • Special Purpose Fund • Part 5 - Best practices utilized by the city government websites.

MOVING FORWARD Conclusion and Recommendations Recommendations • In general, each LGU should provide its city website online services which are more convenient and lower the cost on the transaction process for the citizens. • In displaying reports required by the FDP, reports must be clustered according to category to prevent confusion and it is best to display it so that it is easy to see and is accessible by the viewers. • The city websites should provide the necessary basic information so that citizens and viewers could easily get the needed information Concerned LGUs.

MOVING FORWARD Conclusion and Recommendations • LGUs must strive to make available of the ordinances and resolutions in their websites to promote citizens’ awareness of policy-making process and their participation in decision-making. • The use of social networking sites that are widely used by the citizens should necessarily be included and be acquired by the LGU in the city websites so that citizens will always be updated on any recent information about the government. • Conduct further studies of e-governance using econometric tools such as cost-benefit analysis and cost-effectiveness analysis to determine both its benefit and effectiveness.

  23. MOVING FORWARD Conclusion and Recommendations • Conduct an in-depth analysis on the association of city competitiveness with regards to government efficiency, economic dynamism, and infrastructure on e-government implementation.

  24. MOVING FORWARD Conclusion and Recommendations What is our status in our quest to achieve Goal 16 specifically target 16.7 of the 2030 SDGs agenda using e-Gov? Given the results of the study, city LGUs have a long quest to successfully achieve plans for responsive, inclusive, and participatory decision-making at all levels using e-governance.
