  5. Medicaid • Public Assistance…not Social Insurance • Paid for by taxpayer dollars…not payroll taxes • Medical care for the poor • Means tested…$24,900…family of 3 • Fastest growing government program • About 10% PER YEAR 55,000,000 people qualify

Medicaid • Paid for by Washington DC and State • 60-40 split……60 (Wash)-40 (state) • Most expensive part- senior care • Nursing homes • Washington changed rules recently • More state “flexibility” • Managed care • FL, S. Carolina, CA, New Mexico, Arkansas, Mass • Vouchers, HSAs, incentives for employers

  7. “Reform” • Increase participation to 133-150% of poverty • Increase the rolls by about 50% • This would increase Florida to about 4 million • Initially it would be paid for by Washington DC • Future?
