This document outlines objectives for linking national economic and social development policies with climate change (CC) adaptation and mitigation strategies. It emphasizes the necessity to identify critical sustainable development (SD) indicators and the impacts of climate variability. Employing the AIM (Action Impact Matrix) methodology, the interactions between development policies and climate change are analyzed to find potential barriers to sustainability. By highlighting priority policies in various sectors such as agriculture and health, the AIM approach facilitates the integration of CC responses into national development frameworks.

Objectives of the Exercise • To determine the important national economic and social development goals/policies • To determine critical SD issues and indicators relevant to CC • To identify how national development goals/policies might affect SD in CC context • To overlay the impacts of CC and adaptation over national development goals/policies under the sustainable development path
AIM Challenge: Linking CC response to National Development Impacts Adaptation Mitigation Sustainable Dev. Action Impact Matrix (AIM) Methodology The AIM methodology may be used to better understand interactions among three key elements, at the country-specific level: (a) national development policies and goals; (b) key SD issues and indicators; and (c) climate change adaptation and mitigation. First, the two-way linkages between elements (a) and (b) are explored, in the context of natural climate variability. Then, we impose the additional impacts of element (c) on the interactions between elements (a) and (b). The AIM approach analyses key economic-environmental-social interactions to identify potential barriers to making development more sustainable (MDMS) - including climate change. It also helps to determine the priority macro policies and strategies in economic, environmental and social spheres, that facilitate implementation of climate change adaptation and mitigation to overcome the effects of climate change. Thus, the AIM helps to integrate CC within SD. It has been used since the early 1990s to link macroeconomic policies and environment.
Building the AIM – Step 1: Identify Rows and Columns Row Headings: key national macro-economic goals and policies. Column Headings: key areas of vulnerability, impacts and adaptation (VIA), and associated economic, environmental and social indicators.
Building the AIM – Steps 2&3: Natural Var. & CC Determine VIA status due to natural variability and climate change, respectively.
