  2. Guiding Principle 5 The framework emphasizes that: Specific skills in reading, writing, speaking, and listening must be taught and learned. Language arts are related, and they build on and strengthen each other. Language arts can be learned across all academic areas.

  3. Section I: Program Descriptions Program 1, Reading/Language Arts Basic Program, K-8 (ELA) Program 2, Reading/Language Arts/English Language Development Program, K-8 (ELA/ELD) Program 3, Primary Language/English Language Development Program K-8 (PL/ELD) Program 4, Intensive Intervention in Reading/Language Arts, 4-8 (IIRLA) Program 5, Intensive Intervention for English Learners, 4-8 (IIEL)

  4. Program Descriptions • Program 1, Reading/Language Arts Basic Program, Kindergarten Through Grade Eight • 1 hour in kindergarten • 2.5 hours in grades one through three • 2 hours in grades four, five/six • At least 1, and up to 2 hours in grades six, seven/eight Program 2 adds an hour of ELD support

Program Descriptions Program 1, Reading/Language Arts Basic Program K-8: Instructional elements that reinforce and extend the Basic Program: • 30 minutes of extra support for English learners in K-8 • 30 minutes of extra support for struggling readers in K-8 • 15-20 minutes if Intensive Vocabulary Instructional Support in K-3 • A minimum of 90 lessons each one lasting 15 minutes for each of the 5 sets of technical skills in a primary classroom Reading Intervention Kit for grades 1-3 (the same kit for all three grade levels)

  6. Program Descriptions • Program 4 and 5, Intensive Intervention Program in Reading/Language Arts, 4-8 • 2.5 to 3 hours in grades 4-8
