Expected results of consultation session • Definition of regional ICT research priorities - as input for the SEE-ERA.NET PLUS call - as input for the FP7 ICT Work Programme - as input for a regional strategy of the WBC • Recommendation for major generic activities to be implemented at regional level • recommendations with regard to a WBC Ministerial conference planned and possibly funded by IPA in 2009 Basis: SCORE Policy Paper National SWOT analyses for Croatia and Montenegro Table with priorities

What is SEE-ERA.NET PLUS? • a network project for the integration of Western Balkan countries into the European Research Area (ERA). • funded under FP 7 • consortium of 17 partners from 14 countries • will launch a joint call for Joint European Research Projects (JERPs) in spring 2009 with a planned budget of around EURO 3.5 Mio • will engage scientists and key actors in R&D policy making including EU member states, Associated States and all Western Balkan countries

SEE ERA.NET PLUS‘ task: • “Specific scientific priorities will be chosen for the scope of the call, based on the regional collaboration needs of the participating countries and bearing in mind the priorities of the 7th EU Framework Programme on Research and Technological Development (FP7). • A careful selection of scientific priorities will help to combine the two goals of enhancing cooperation with the WBC on the one hand and of fostering scientific excellence on the other.” • Input from WBC-INCO.NET and today’s session!

Definition of regional ICT researchpriorities Today’s 5 steps procedure for the identification of regional ICT priorities: • Step 1: Confirmation of the 5 priorities identified by SCORE; just use priorities with “Readiness” for most or at least half of the 6 countries (= appropriate human resources and research infrastructures available) • Step 2: Decision on priority 6 (Mobile technologies) and 7 (Environmental sustainability, Energy efficiency) • Step 3: Agreement on common procedure to identify the most important ICT researchobjectives: Each Western Balkan country has 8 votes for the most important objectives out of 15 • Step 4: Within each selected priority objective, each WBC can select as many research areas as desired • Step 5: Establish a ranking list of the priority research objectives Result: priority list of ICT research objectives (incl. areas) by all WBC to suggest to SEE-ERA.NET PLUS

Further results of consultationsession • agree on a set of specific topics of common EU-WBC interest as input for future FP7 Work Programmes • suggest research priorities for further development of national and regional WBC strategies • recommendation of major generic activities (e.g. research infrastructure, capacity building or networking activity like setting up of a regional technology platform) • recommendations with regard to a WBC Ministerial conference planned and possibly funded by IPA in 2009
