Background • Framework Agreement has been agreed with the NGOs and Business to develop an advisory group. • The Union movement has sought to also negotiate an agreement. • A letter has been sent to the General Secretary of the Forum seeking agreement to negotiate a framework. • In the past there has been a great reluctance to communicate with the union movement.

  4. develop a draft agreement communicate the draft to the affiliates to seek input and suggestions seek support from the NGOs that will be participating in the Forum (PIANGO) to lobby the wider group for the acceptance of the Union grou. develop an action plan for and with the affiliates to lobby their governments develop an education program for the affiliates so that the agreement can be explained to the respective memberships elect the delegation at the SPOCTU meeting in August 2001 that will represent the regional union movement at the next Forum meeting develop the mandate and report back mechanisms for the group ACTIONS
