  5. General concept (model) for SEA Objective of SEA - to facilitate planning processes, proactively influencing decisions to ensure sustainability processes. SEA model Decision-centred process Strategic approach Coordinator and help desk - CMA-GT (Assessment and Monitoring Commission - working group for SEA) Each sectoral ministries to develop their own approach in line with agreed general model

Building Technical capacities About 60 federal government officials trained Two training courses (July and August) on: Planning in Brazil Environmental assessment techniques Environmental Policy instruments Public policies Governance and governability Spatial planning and environmental planning Social participation Indicators General course on SEA (applied to Brazilian cases )

Building Institutional Capacities Inter-institucional- creating an SEA system, setting up the political decisional context (inter-institucional networks, preferred institutional links across institutions, sharing of tools, actions mechanisms, responsibilities, etc. Intra-institucional - sectorial institutional context that can facilitate SEA ownership by different sectors –“SEA nests”

Key question for SEA in Brazil: How to change perspective - from environmental impacts to strategic use of environmental resources? • Major challenges •  Dialogue across sectors around a strategic vision on environment • Legislation that supports rather than blocks • Ensure sectors ownership of SEA - SEA should belong to those that use it, not to those that consider it should be used • Change of culture from EIA to SEA

  9. Implementation - priorities Establish a stratgeic based methodology (and multiply)+ Guiding procedures + SEA nests Ensure follow-up of results through CMA-GT

  10. Successful SEA • Focus on strategies - optional ways to meet objectives • SEA is a facilitator of decision-making and taylor-made • Promotes paths to sustainability • Favours good governance • Adds value to decision-making
