  3. Eco-towns...what are they? Eco-towns are new communities accommodating between 5,000 and 15,000 homes, green spaces, schools, health care and businesses. Each are built to the highest environmental standards. They aim to be CARBON NEUTRAL and not add to climate change. watch carefully
