Future plans Introduction The overarching goal of the Integrated European Census Microdata (IECM) project is to construct an European database of harmonized and documented microdata samples of over 50 Western and Eastern European censuses. These data will be made available for scholarly and educational research through a web-based data dissemination system. 4. 1. Introduction2. Background3. Funding framework4. EU participation5. Timetable6. Progress report7. Future plans Background IECM forms part of IPUMS international, a global collaboratory of National Statistical Offices and Universities to: • 1. Inventory the world’s census microdata • 2. Preserve endangered microdata and documentation3. Integrate census microdata • a. use standards of UNSD, Eurostat, ISCO, ISCED, etc. • b. facilitate comparative research in time and space • 4. Anonymize census microdata to preserve statistical confidentiality, using highest standards • 5. Disseminaterestricted access, custom extracts to approved researchers at no cost Centre d’Estudis Demogràfics (www.ced.uab.es/iecm) Integrating the European Census Microdata: CIECM/DIECM/HIECM

  5. 1. Introduction2. Background3. Funding framework4. EU participation5. Timetable6. Progress report7. Future plans Background IECM / IPUMS principles: 1. Respect absolute anonymity 2. Preserve all original data, except adjustments to assure confidentiality (top codes, blurrings, masking, re-ordering, etc.) 3. Harmonize codes for countriesoccupation: ISCO, HISCO (detailed, general) education: ISCED “ “ family: IPUMS, etc. “ “ 4. Enhance with constructed variables Centre d’Estudis Demogràfics (www.ced.uab.es/iecm) Integrating the European Census Microdata: CIECM/DIECM/HIECM

  6. 1. Introduction2. Background3. Funding framework4. EU participation5. Timetable6. Progress report7. Future plans Funding framework With major funding by the National Institutes of Health (NIH) of the United States, integration and full documentation of the data are being organized by the Minnesota Population Center. In addition, the Centre d'Estudis Demogràfics has been successful in attracting European Union Sixth Framework Programme support for enhancing, harmonizing and disseminating the integrated European microdata and metadata as well as for coordinating tasks based in Europe. Future plans EU participation CIECM (2005), Coordinating the Integrated European Census Microdata: Goals: (i)Marshall the expertise of the broadest possible range of statistical experts and academics, to ensure that the integration of census micro- and meta- data is performed in accordance with the highest standards. (ii) Establish the foundation for regular contacts between researchers coming from different countries and disciplinary backgrounds to identify the opportunities and obstacles for developing comparable census microdata. Funded activities: Exploratory workshop on ‘Laying the foundations of the Integrated European Census Microdata’. Barcelona, July 2005. 24 participants Centre d’Estudis Demogràfics (www.ced.uab.es/iecm) Integrating the European Census Microdata: CIECM/DIECM/HIECM

  17. 1. Introduction 2. Background3. Funding framework4. EU participation5. Timetable6. Progress report7. Future plans Future plans Despite the important contribution of the NIH and EU funded projects, further work remains to be done: (i) Extend the number of participating countries and obtain the latest censuses for those already participating. (ii) Build a network of participating countries to guarantee direct involvement during the harmonization process. This would be achieved through workshops and seminars. (Paris 2006, Lisbon 2007?, Barcelona 2008) (iii) Expand the array of complementary services to be provided along with the microdata (handbook). (iv) Promote broader usage of the data by (a) organizing workshops for potential users from research institutes and universities and (b) attending important demographic and social conferences. (v) Promote substantive research at a cross-national level to explicitly demonstrate potential applications with the database.
