Separating the Rollovers • Laws 2008, Chapter 287 requires the ADE to calculate a $602,627,700 rollover from the May and June BSA and ASA payments. • Adjusted each school district’s equalization assistance payments to 83.378% instead of 91.67% YTD. June will return to 100% minus the new rollover amount. • Calculated $602,627,700 rollover scheduled to be paid July 1, 2009.
Separating the Rollovers • Laws 2009, Chapter 5 requires the ADE to withhold an additional $300,000,000 of the May BSA and ASA payments. Exempted A.R.S. Section 15-949 eligible school districts. • Remaining May 15, 2009 payment after Laws 2008, Chapter 287 was $337,075,629.17. After exempting A.R.S. Section 15-949 eligible school districts and new rollover, $33,795,846.48 to be distributed statewide.
Calculating the $300M Rollover • Determine remaining May 15, 2009 payment before additional rollover. • Determine for each school district the % of their May 15, 2009 payment to the statewide payment, excluding the 15-949 districts. • Multiply the % by the remaining May 15, 2009 payment (roughly $33.8 M) to receive each school district’s portion of the remaining payment. • Subtract each school district’s May 15, 2009 payment amount from their portion of the remaining payment to determine their portion of the rollover. • Applied each school district’s portion of the rollover against Additional State Aid first, and if any remained, apply the remaining amount against Basic State Aid.
