  2. Committees “Engine of Congress” Purpose of serving on committee: Members try to serve on committees pertinent to their district /state- “bring home the bacon”. Gain expertise Support party, vulnerable freshmen put on comm. Comm. chairs are very important, now elected, used to be seniority. Majority party gets more members on comm. except for ethics Committees have odd # of members 15,17 for example

  3. 4 Types : • Standing (permanent)-19 in House, 16 in Senate see 251 • Select or Special (temporary) 2yrs. –make recommendations, no leg. Authority • Select Committee for Homeland Security 108th Cong. • Katrina • 9/11 12/19 • Joint-both House & Senate members, study investigate, oversight-chair rotates-Speaker selects Reps., Senate presiding Pres. For Senators • Conference-reconcile different versions of bills that have PASSED in each chamber-need them to agree to one version

  4. (Committees con’t) Subcomm- this is where the day to day lawmaking happens 88 in House 68 in Senate
