  1. Joint Stock Readiness InstructionDLAI 4145.4 et alDoD Stock Readiness Meeting, 28 November 2012 • Army-directed change for re-issuance: Enclosure 8, paragraph C. Receiving Operations. Receipt of depot level reparable customer returned materiel. a. Upon receipt of an Army reparable customer return in which the documentation states the item(s) is serviceable, but the item is not in the original vendor pack and appears visibly used, worn, damaged or ESD compromised, reclassify the material to SCC F. Submit an info-only SDR to the ICP. b. For Army non-reparable customer returns in which the documentation states the item(s) is serviceable but the item is not in the original vendor pack and appears visibly used, worn, damaged or ESD compromised, reclassify the material to SCC H. Submit an info-only SDR to the ICP. • Why: These changes were required due to findings during the AMC Dormant Stock review. SCC K had been assigned to retrograde Army assets which isn’t recognized and, therefore, didn't trigger maintenance referral actions within Army's systems. • Concern: Disconnects procedures from overarching MILSTRAP and SDR business rules. Automatic reclassification of used items to SCC F (reparable)/SCC H (non-reparable), ignoring the SCC on the shipping document, overstates unserviceable assets pending technician’s review and reclassification. • Deviation from DLMS/MILSTRAP/SDR procedures requires Proposed DLMS Change.
