  3. Legal Status October 1979, the National Institute of Water Resources (NIWR) began to operate as a project under the Federal Department of Water Resources. Later it was legally established through the enactment of the “National Water Resources Institute” (NWRI) Decree No 3 of March 2nd, 1985 D. Bashir: Refocusing NWRI

Mandates of the Institute • Advise the Minister on National Water Resources training needs and priorities • Perform applied research functions in all aspects of water resources development and management (i.e. flood control, river regulation, reclamation, drainage, irrigation, domestic and industrial water supply, sanitation and hygiene practice, sewage and sewerage treatment.) • Perform such ancillary services on planning of water resources management and river basin development • Develop and promote the application of codes of practice in water resources development and management suitable for Nigerian conditions • Promote the establishment and maintenance of a uniform national water resources data collection system relating to surface and subsurface water resources D. Mandates of the Institute • Provide for the training of the various sector stakeholders on short courses and formulate programme of work in the field of water resources • Establish and maintain a Water Resources Library, Documentation and Conference centre • Publish or sponsor publication of water resources journals • Promote cooperation in water resources development with similar bodies within and outside the country and with international bodies connected with water resources management and operations • Carry out such other activities as are necessary or expedient for the full discharge of its functions under this Act. Mission statement • Institute is committed to the practical training of sector stakeholders to develop their capacities and equip them with skills for implementing integrated water resources management. • In pursuance of excellence, Institute seeks to provide leadership and focus in the conduct of applied research; acquisition, analysis, storage and dissemination of water resources data and information in Nigeria D. Streamlining – Core Functions • Training Needs Analysis • Establish a task team • Appoint a team leader • Short Courses Training • Centrally coordinated short courses • OD should be reorganized to become a centre • All short courses should be coordinated by the Outreach Centre (OC) • Establish a Training Unit in the OC • Departmental training desk officers to make up the training unit D. Streamlining (Non-Core Functions) • Regular Training • Phase it out by 2008 • Computer Services • Establish Computerisation Unit in the ICT Centre with the following functions: • Computerisation of the Institute • Maintenance of computer facilities • Maintenance of the LAN • Provision and maintenance of internet services • Support for computer training and activities D. Streamlining (Non-Core Functions) • Consultancy Services • Consultancy unit should be upgraded to a Centre • Establish 3 units in the Consultancy Centre • Ventures Unit • Consultancy Unit • Conference Facilities • All technical consultancy services to be coordinated by Consultancy Unit • Departmental consultancy desk officers to make up the consultancy unit • Incorporate the consultancy and ventures units with CAC D.
