  3. Benefit of Exchanges • Satisfies agency mission needs by acquiring more suitable property resulting in: • Improved employee morale • Improved productivity

  4. Governing Authority • Federal Property Administrative Services Act Section 203 (c) “Any executive agency designated or authorized by the Administrator to dispose of surplus property may do so by sale, exchange, lease … for cash, credit or other property..”

  5. Criteria • Value for Value- supplemental payment if AFMV unequal • Program advantages unavailable through other means • Mission need for acquired property

  6. Role of Holding Agency • Identify exchange candidates • Determine preferable option for exchange • Submit excess report noting Exchange request • Due diligence • Execute Acquisition documents

  7. Role of GSA • Collaborate on exchange effort • Process report of excess • Establish AFMV • Validate Compensation • Coordinate Congressional review • Execute conveyance documents
