PERS-33Mission • Executes plans, policies, practices, projects, and processes that acquire, control, protect, deliver and enhance the value of data and information supporting the full data lifecycle for the personnel information management domain. Plan, prioritize, integrate and implement changes for modifications to system; provide access and visibility to personnel information; develop reports that reflect the integrity of manpower and personnel information; and coordinate with multiple HR stakeholders to identify and resolve issues that impact the quality and integrity of personnel information. • Data quality is a critical support process in our organization. Poor data quality results in inaccurate information affecting every line of business throughout the enterprise. • The Data Management Association (DAMA) defines Data Quality as: the degree to which data is accurate, complete, timely, consistent with all requirements and business rules, and relevant for a given use. 2

PERS-33Major Functions • Functional Program Manager (FPM) for BUPERS IT Systems: • Responsible for managing the functional requirements/internal workings of these systems; user access authentication, system modifications, electronic data transfers, automated extracts of military personnel information, data quality control, reporting requirements, data inquiries, and administrative support. • Systems include: • Individual Personnel Tempo (ITEMPO) • Military Locator System (MLS) • Navy Enlisted System (NES) • Navy Personnel Data Base (NPDB) • Navy Standard Integrated Personnel System (NSIPS) • Departmental Systems: • Enlisted Selection Board System (ESBS); Inactive Officer Administrative Selection Board (IOASB); Medals & Awards (M&A); Officer Administrative Selection Board (OASB); Officer/Enlisted Summary Report (OSER); Officer Promotion Administrative System (OPAS) • Officer Personnel Information System (OPINS) • Force Management (FORMAN) • SRB subsystem • Total Force Corporate Flagging 3

PERS-33 Major Functions Cont’d • Defense Manpower Data Center (DMDC) Reporting: • Responsible for the maintenance and overall reporting requirements of AC/RC strengths and personnel data pertaining to members of the Active and Reserve Components for purposes as to verify eligibility for benefit programs, and continued compliance with benefit program requirements. • Personnel Information Management • Responsible for executing plans, policies, practices, projects, and processes that acquire, control, protect, deliver and enhance the value of data and information supporting the full data lifecycle for the following areas: • Officer/Enlisted Distribution • Strength Accounting • Mobilization • Individual Special Pay Categories • Officer/Enlisted Career Progression • Field Reporting • Personnel Accounting • Reenlistment/Extension Processing 4

Policy Directed Changes by DOD Monthly Report of Active Duty Military Personnel Strength: The Defense Manpower Data Center (DMDC) has announced efforts are underway to cancel DODI 1120.06 (Monthly Report of Active Duty Military Personnel Strength). It will be replaced by DODI 1336.05 (Automated Extract of Active Duty Military Personnel Records (ACCPDS)), which is currently being reissued, and it will become the source for official active duty personnel strength reporting. The estimated date that DODI 1336.05 is to be published is June 2012. Currently, IAW DODI 1120.06, reports are produced daily and monthly for Active Duty Military Strength and are made available to the Navy Strength planner via the Control D mailbox. DMDC will now generate reports. 8

Policy Directed Changes by DOD Continued Department of Defense (DOD) Country Code Standard: The Federal Information Processing Standards (FIPS) Publication 10-4 will be retired for the DOD registry in December 2012. ASD (NII/CIO) has directed the use of the International Organization for Standardization (ISO) 3166-1, Part I, "Country Codes” in full replacement of the FIPS Publication 10-4. The Undersecretary of Defense (AT&L) has directed the DOD to implement ISO 3166-1, Country Codes (either digraph or trigraph) by 30 September 2012. The DOD Executive Agent for IT Standards has established a Country Code Tiger Team to develop a solution to migrate the DOD from FIPS 10-4 to ISO 3166-1. Transitioning to the emerging country code standard is a major effort that must be managed to preclude serious interoperability issues as data is exchanged. There are many implementation issues with regard to the trigraph solution, cost, man-hours required to complete the transition, and how Navy legacy records using former codes will be dealt with. 9
