  1. Mining Management Act Workshop and Information Session Mining Operations MMP Francess Perrett 13 and 20 February 2009 www.nt.gov.au/drdpifr

  2. LARGE MMPMining operations

  3. MMP Format for Mining Operations • Advisory Note • Environmental Management System (EMS) • Risk Based

  4. Risk Based Approach • Identify potential hazards • Assess the risk • Treat the problem • Elimination • Substitution • Re-engineering • Procedures • PPE • Continually improve

  5. Risk Matrix (sample only) AS/NZS4360 – 2004

  6. Risk Assessment - Considerations • Objectives of project and opportunities • Tolerability of risks to others • Whether a risk needs treatment • Deciding whether risk can be accepted • Whether an activity should be undertaken • Priorities for treatment

  10. Contents of a mining operationsMMP • Environmental Impact Assessment • Commitments • Consultation • Mine Design, Construction and Scheduling • Baseline Monitoring • Corrective Action or Mitigation Measures • Closure Planning • Security Calculation • Maps, Plans, Diagrams, Images etc

  11. Details to include Outcomes of the Environmental Impact Assessment • PER • EIS • Environmental Assessment Report

  12. Commitments • Summary • Streamline assessment process • Auditable “…only use providence species for rehabilitation”.

  13. Consultation • Social impacts • Agreed outcomes • Closure planning

  14. Mine Design, Construction and Scheduling • Comprehensive details • Technically achievable • Alternatives discussed • Minimise environmental impact

  15. Baseline Monitoring • Methods • Results • Discussion • Conclusion

  16. Corrective Action or Mitigation Measures • Needed when environmental targets are not being reached • Water quality • Air quality • Rehabilitation SMART S – Specific M – Measurable A – Achievable R – Realistic T – Timely

  17. Closure Planning • Central to the management of any operation • Closure objectives developed • Consultation with all stakeholders • Closure plan is developed and refined

  18. Closure Planning • Closure objectives • Schedule of proposed works • Previous rehabilitation • Monitoring and remediation

  19. Expected Closure Objectives • Rubbish clean-up • Revegetated or otherwise improved • Visual amenity • Heritage and archaeological sites • Compatibility with agreed post mining land use • Physical safety • Low risk to biota • Stability

  20. Security Calculation • Operator self assessment • Departmental assessment • Security cost estimates • Security Assessment Board (SAB)

  21. Contents of a Large MMP • Maps • Plans • Diagrams • Images • Tables • Graphs

  22. Mining Management Plans Summary • MMP’s are required as part of and application for an Authorisation. • The MMP need to be updated every 12 months for ongoing operational activities. • The MMP must include a security cost estimate. • The MMP is auditable and stand alone document. • The MMP is a planning document and needs to be comprehensive enough to be read by anyone on site giving them an understanding of the activities, obligations and commitments of the project.
