  13. ATCALS Modernization Schedule There are three major systems being upgraded as part of the joint DoD/FAA National Airspace System (NAS) upgrade program • Standard Terminal Automation Replacement System (STARS) is replacing terminal automation systems • Digital Airport Surveillance Radar (DASR) ASR-11 is replacing existing analog radars • Electronic Terminal Voice Switch (ETVS) is replacing the OJ-314 voice switches and voice recorders in ATC facilities

  14. ATCALS Modernization Schedule Aug 2000 FAA - Receive from FAA TRACON • Delivery schedule is based on new construction or MAJCOM priority • Priority order set by MAJCOM consensus in 1998 • Actual schedule is adjusted by AFFSA based on priority list and available funding • STARS and DASR are ordered to be installed during the same time period • Delivery dates are generally one year after funding for STARS and ETVS, 2 years for DASR

  25. Your AOF/CC • Usually Capt/Maj with Lt as ops officer • Must be facility-certified until 6 yrs ATC exp • New AOF officers (AFSC 13M1) have significant training requirements • NOTE: First operational assignment training is critical--upgrade to AFSC 13M3 tied to facility certification completion per AFI 36-2210 (18 months to complete certifications) • “Mini squadron” with broad responsibilities CE Budget FAA Interface Comm Manpower • Go one-on-one with your AOF/CC

  26. Airfield Operations Board (AOB) • You Chair • Quarterly • Review of Previous Inspections • Review of Airfield Improvements • Review of AOF Manning • Key Players Include • CE, Safety, Stan Eval, SC, TERPS, FAA, and Host Nation • AOB minutes reviewed by MAJCOM/Air Staff

  29. Who provides your ATC & AM services? Base Tower Radar Approach AM Eielson USAF USAF USAF Davis-Monthan USAF FAA USAF Kadena USAF USAF USAF Pope USAF FAA USAF

  30. Air Traffic Control • USAF ATC exists to fight the war! • About 3200 controllers authorized • Tough to close up shop when “fight’s on” • DoD comprises 20% of US controller force, 8-10% of NAS ATC service--USAF is about 60% of DoD • Sometimes results in “two masters” syndrome

  31. Airfield Managementand Base Operations • Airfield Management • Airfield obstructions, markings, signs, lighting • Flightline Driving Program • Airfield construction and maintenance • FOD prevention • Base Operations • Emergency Actions • Flight Planning Process • FLIPs • NOTAMs

  32. TERPS • FAA & DoD set standards • AFFSA “owns” USAF policy • MAJCOMs provide oversight • AFFSA has waiver authority • Frequent challenges • Lack of support • Inaccurate obstacle charts • Inadequate reviews • TDY requirements

  33. “Show Me the Money” • Air Traffic : Special PE (35114) • Pays for ATCALS O&M • Funds executed in both Ops and Support Groups; managed by AOF/CC • Airfield Management : airfield projects rely on wing O&M money distributed at Facilities Utilization Board--You are the advocate!

  34. What You Need to Know Retention Deployments ATSEP EAF

  35. Airfield Operations Officers (13M) Manning 60% 47%

  36. Air Traffic Control Manning • Controller manning shortfalls have caused reduced hours at 30 facilities at 75 bases. Ten of these facilities are at pilot production bases. • Controller production during the draw down years was insufficient to sustain the experience level needed today. Civilian (FAA) controllers pay outpaces AF pay by 300% and the FAA intends to increase hiring by 275% in FY02 and beyond. • Compensation incentives are needed prior to FY02 to retain the experienced controller remaining. Acquisition of control tower simulators will decrease training time helping to grow quicker.

  37. Skill-level Manning 3- Level 5- Level 7- Level Air Traffic ControllerReenlistment Rates Second Term First Term 75% 55% Career Airmen 95% % Required USAF Goal

  38. Actions to Aid ATC Retention • Increased SRB to 5/6/5 • Averages: Zone A $51K; Zone B $60K; Zone C $60K • Critical Skills List (increases promotion rate) • SDAP for watch supervisors • $3,000 “Signing Bonus” for 6 year enlistees • Critical Skills Retention Bonus • Payment up to $200K through course of career

  39. Airfield Management Manning • Experienced manning losses in airfield management is a concern. These skills are critical to ensure flight safety at home and remote fields supporting the EAF. • Currently, 25 bases are operating with manning waivers/reduced operations. Our forecast indicates experienced manning shortages will drop to 60% of authorizations by FY04. • The low manning is caused by reduced production during the draw down years and a civilian pay scale which outpaces the AF pay scale by 67%. • Several on-going training initiatives will produce qualified people; however, special compensation is needed to retain the experience. 41. AM Actions to Aid Retention • Increased SRB to 2.5/1.5/1.5 • Averages: Zone A $17K; Zone B $11K; Zone C $13K • Submitted SDAP package for 7/9 levels • Candidate for Critical Skills List • Package submitted for Foreign Language Duty Pay for Spanish speakers • Increased Keesler output • Raised annual tech school production rate from 50 to 150

  42. What’s Happening In Your Facilities? Why You Should Be Concerned: • OJT • Swamped with 3-levels • Morale Challenges • Airspace Issues • Deployments • Retention Initiatives • Inexperienced Young Force

  43. EAF/Deployments • 210 controllers currently tasked to deploy between Dec 00 - Feb 02 • Change to how ATC traditionally did business • Home station ATC services impacted • EAF planning and implementation • Remember, you can’t “close up shop” to meet deployment requirements
