  7. Future Commercial Satellite Communications Services Acquisition (FCSA) 7

  8. Future Commercial Satellite Communications Services Acquisition (FCSA) Satellite Communications (SATCOM) Applications GSA/DISA Partnership Acquisition Approach Next Steps 8

  9. Satellite Communications Applications 9

  10. Commercial Satellite Services support the Government with: Reliable communications where no wire line or wireless infrastructure exists Military Support and Communications Quickly deployed Domestic Emergency Response Communications Continuity of Operations/Service Diversity Supplements Terrestrial Networks How does commercial satellite support the Government? 10

  11. Fixed Satellite Services (FSS) Bandwidth Terminals Very Small Aperture Terminal (VSAT) -1m to 3m Dishes Large Terminals – 3m to 6m > 6m Dish Size < 1m 11

  12. Mobile Satellite Services (MSS) Bandwidth Terminals High Speed IP-based Broadband (Data rates up to 256kpbs); examples: Inmarsat Thuraya Mobile Satellite Ventures Satellite Handset Phones Voice Low Rate Data (2.4 – 9.6kpbs); examples: Iridium Globalstar 12

  13. Distance Learning Solutions Satellite provides an effective and economical way to deliver interactive training to widely dispersed personnel • Uses: • Medical Training • Aircraft Maintenance • Homeland Defense • Biological Terrorism • Multicultural Training 13

  14. Continuity of Operations • Path Diversity using Satellite to achieve COOP • Providing satellite connectivity when • terrestrial connection (frame relay, MPLS, T1, etc.) is not available. • Routing Overview: • Routes traffic over wire-line or satellite paths based on policy based rules • Loss of primary path will result in all traffic being re-routed over the other path • Upon restoral of primary link, all traffic re-routed back to primary path Satellite backup as “Insurance” 14

  15. Emergency Response/Disaster Recovery • Bandwidth • Fly-away kits 15

  16. Military Applications Broadcast UAV Tactical to Tactical AFFOR SATCOM Reachback AFFOR JTF HQ X (DSCS) C, Ku, UHF EHF, Ka(WGS) JTF HQ JSOTF ARFOR JSOTF Teleport ARFOR MARFOR 16 MARFOR NAVFOR

  17. GSA Partnership with the Defense Information Systems Agency (DISA) 17

  18. GSA-DISA Partnership to Acquire Future Commercial SATCOM Services A Combat Support Agency DSTS-G (2001) DISA FY09: $360M Future COMSATCOM Services Acquisition Inmarsat (2001) DISA FY09: $88M SATCOM II (2007) GSA FY09: $48M • DISA and GSA have established a long-term agreement to accomplish: • Solicitation Development • Source Selection • Contract Operation 18 • DSTS-G – DISA Defense Information Systems Network (DISN) Satellite Transmission Services—Global

  19. DoD/GSA Partnership DISA and GSA working together to procure COMSATCOM services for the Government Establish a common marketplace for all Government customers and Industry suppliers Leverage GSA’s multiple supply channels to optimize delivery of services Ensure all Government customers receive solutions that consider Government Information Assurance and Protection requirements Support the Administration’s agenda for cooperation among Federal organizations A Combat Support Agency 19

  20. Acquisition Strategy 20

  21. COMSATCOM Requirements Transponded Capacity • Subscription Services • Custom End-to-End Solutions 21

  22. Transponded Capacity Dedicated satellite bandwidth and power in any commercially available frequency band Anything from a single data stream, to a partial transponder, to whole transponders, to entire satellites 22

  23. Subscription Services Pre-existing, pre-engineered Fixed Satellite Service (FSS) or Mobile Satellite Service (MSS) solutions, including terminals tied to a service, in any commercially available frequency band Maximum leverage of commercially available services to meet customers’ growing and evolving requirements 23 23

  24. End-to-End Solutions Customer defined, End-to-End solutions, consisting of a combination of bandwidth, teleport access, equipment, terrestrial tail circuits, network management, and engineering services Ability to handle any customer requirement, including “Turn Key” commercial solutions 24 24

  25. Acquisition Approach Details New GSA Information Technology (IT) Federal Supply Schedule 70 Special Item Numbers (SINs) for Transponded Capacity and Subscription Services Contractors define and price their commercial offerings New GSA ID/IQ Contracts for End-to-End Solutions Customers defined the requirements, vendors engineer custom solutions Full and Open competition for large-scale requirements Small Business set-aside for remaining requirements Contract holders in each Service Area will be able to compete for requirements on a task order basis 25

  26. COMSATCOM Schedule 70 Evergreen Clause offers 20 year Period of Performance (PoP) (5yr base + three 5yr options) Allows addition of qualified vendors at any time Contractors define and price their commercial offerings Posted Schedule prices based on Most Favored Customer pricing For most task orders, final pricing determined by Task Order Solicitation and competition New technologies and offerings can be added at any time through contract modification 26

  27. Custom SATCOM Solutions (CS2) Contracts for End-to-end Solutions Customers define the requirements; Contractors engineer custom solutions Establishing two ID/IQ vehicles: Full and Open (F&O) Competition ID/IQ (Custom SATCOM Solutions) for large-scale requirements ($2.6B ceiling) Small Business Set-Aside (SB) ID/IQ (CS2-Small Business) for remaining requirements ($900M ceiling) Fixed price Task Orders 5 year Period of Performance (3-year base + two 1-year options) 27

  28. FCSA Service Areas and Contract Vehicles Vendor defines parameters for use and price Leased Bandwidth Network Network Vendor defines standards, interfaces, and subscription rates + + + + + Leased Bandwidth Integration Services User Equipment Teleport Network Management Customer defines standards, components, and interfaces (which determines cost) Contract Mechanism TRANSPONDED CAPACITY Multiple Award IT Schedule 70 SIN 132-54 “Plug-in” SUBSCRIPTION SERVICES ($/month, $/minute, $/MB) Multiple Award IT Schedule 70 SIN 132-55 Custom END-TO-END SOLUTIONS Multiple Award ID/IQ Contracts FCSA projected 10 year value is anticipated to exceed five billion dollars ($5B) 28 28
