  3. R&TTE directive 1999/5/EC was implemented in the UK on 8 April 2000. This replaced previous national type approval regimes. Introduced conformity assessment procedures & harmonised set of essential requirements for placing equipment on the market. UK also has WT act 1949 that requires equipment installed or used to have a licence or licence exemption. Article 7.2 of the directive allows member states to restrict putting equipment into service for reasons related to the avoidance of harmful interference. The UK IR 2007 provides this interface between the R&TTE directive and the licensing of equipment to operate in 5.8GHz band without causing harmful interference. Article 4.1 of the directive requires that UK IR2007 be notified under the normal procedure stated in directive 1998/34/EC. (3 month standstill process) Where does the IR2007 fit in?

Voluntary National Specification (VNS) VNS 2107 was published as:- a) as no EN has been developed 5.8GHz band. b) 5.8GHz is a non-harmonised band VNS 2107 also had to be notified under the normal procedure stated in directive 1998/34/EC. (3 month standstill process) VNS 2107 is a voluntary specification that manufacturers can declare compliance with. Can be used when notifying the member state(UK) of equipment that will be placed on the market under article 6.4 of R&TTE directive. Gives guidance to manufacturers on how to carry out equipment compliance testing in order to meet the requirements of UK IR2007. Shall be withdrawn when equivalent EN is produced by ETSI. Where does the VNS fit in?

  5. BOTH THE IR2007 AND THE VNS 2107 ARE NOW APPROVED AND PUBLISHED IN THE OFFICIAL JOURNAL OF THE EU. EU Notification

  6. Limits decided upon taking into consideration recommendations of WAG sharing group. Ensuring adequate protection of existing services That equipment could be produced to meet the limits chosen. UK is first major European market to try to open 5.8GHz band. Expansion of use to other nations throughout ITU Region 1. comments received during the process by other nation states. that further sharing analysis will be carried out within the WAG and CEPT.   7. Limits included in IR 2007 Maximum EIRP 2W PSD not exceeding 100mW/MHz additional restriction on EIRP for the elevation angle above the horizontal plane. TPC dynamic range of 19dB relative to 2W EIRP. The frequency range 5795 – 5815 MHz shall not be used. To be reviewed. Dynamic Frequency Selection shall prevent co-channel operation in presence of radar signals. DFS detection thresholds are: - 67dBm for devices with EIRP greater than 1W - 64dBm for devices with EIRP from 200mW to 1W - 62dBm for devices with EIRP less than 200mW 5,10,20 MHz channel plans and corresponding spectral power masks are shown in Informative annex A.   9. Tests included and EN referenced in VNS 2107 Frequency Range/Nominal Carrier Frequency Tolerance (EN 301893) Maximum EIRP (EN 301893) Note: maximum EIRP increased to 2W from 1W. Dynamic Frequency Selection (EN 301893) Note: Additional DFS threshold level added to cover systems with maximum EIRP greater that 1W. TPC dynamic range (EN 301893) range increased to 19dB from 6dB. TX and RX spurious emissions taken from EN 301390. Technical Details (VNS 2107)

  10. 5.8GHz Band is a Non-Harmonised Band Need to be notified under procedure stated in Article 6.4 of the R&TTE directive. SI 2000(730) implements this requirement. Should Notify UK RA at least 4 weeks before equipment is intended to placed on market.   11. ETSI Radio Conformance Standard Work Item approved at last ETSI BRAN to write RCT for 5.8GHz Band. Rapporteur for RCT is Barry Lewis (Radiant Networks) Will be two step approval process. VNS 2107 can be withdrawn if suitable draft is sent during first step of approval process. CEPT PT SE 38 WAG sharing studies should be taken into consideration when submitting SE 38 contributions. WAG should build on studies already completed. WAG views should be input into process. (could appoint liaison between WAG and UK SE38) Any preliminary decisions made by SE38 should be discussed in WAG especially if it effects limits in IR. Way ahead for ETSI/CEPT work
