  2. State structure • Two entities – Federation B&H (10 cantons) - Republic of Srpska • District Brčko • 12 governments plus District Brčko – Department for education

  3. Ministry structure • Federation B&H – Federal Ministry of education and science • Republic Srpska – Ministry of Science and Technology; • Ten Cantons in the Federation of B&H – own Ministries; • District Brčko – department of education of government;

  4. Non existence state level Ministry • Twelve goverments plus District Brčko – indipendente policies • Independent law regulation of this sector • Administrative seperation – confusion in the administration of this important sector • Ministry of Science, Technology and Development on state level – Non exsistance

  5. Non exsistance state level Ministry • Ministry of Civile Affairs of B&H department for education, science, cultural nad sports – key role in coordination theese polices with in the country on state level

  6. Political will • There are not political will for establishing state level ministry • There are not political will for establishing union founds for scientific and research work

  7. B&H before and after the war 1992 – 1996 • Before • B&H invested 1,5 % of its BND in science • After • B&H invested 0,03 – 0,05 % of its BND in science • Today • BND amount is only 60 % from the BND that we had

  8. Researche infrastructure • Destroyed during the war • What is left, it is almoust unserviareable and old • Creating new researche infrastructure with small investments

  9. Budget for science and researchers • No state budget • Canton Sarajevo – Ministry of education and science – highest investment • Other cantons in Federation B&H, Republic of Srpska, District Brčko – non investment or small founds

Canton Sarajevo for B&H • Electronic-information consortium of B&H • Ebsco database – since 2003. – subscription for all B&H • COBISS – Cooperative Online Bibliographic System • Register of science insitutions, scientific projects and infrastructure investment in Canton Sarajevo and Federation of B&H

Ebsco database • First agreement – 1997 by Center for Civil initiatives and EBSCO company only for Center for Civil Initiatives members • 2003. – Canton Sarajevo Ministry for Education and Science provide subscription for all B&H • Each library and non-profit organisation – free online subscription • More than 70 libraries registered • Academic Search Premier and MEDLINE – the most searcheable databases according to the statistics

Cobiss • 20 members • National and University library of B&H, National and university library of RS, University of Sarajevo(Faculty of architecture, Faculty of economics, Faculty of criminal science, Faculty of political science, Faculty of pshylosophy, Faculty of law, Faculty of civil engineering, Faculty of natural sciences and mathematics);Academy of science and art of B&H, Parliamentary aseembly of B&H, Library for blind and partially sighted/seeing persons,Cantonal and university library Bihać, National and university library”Derviš Sušić” Tuzla, Faculty of law Mostar, University library of Mostar, University “Džemal Bijedić” Mostar, City library Zenica, City library Sarajevo • The goal is connecting all libraries in B&H, especially faculty libraries at the University of Sarajevo

  13. Cobiss • Organisational model of joining libraries into uniform library information system • Shared cataloguing and bibliographic databases • Local bibliographic databases of participating libraries • Virtual library

Canton Sarajevo for Federation B&H and Canton Sarajevo • Register of science institutions, scientific and researches, scientific projects and infrastructure investment in Canton Sarajevo and Federation B&H – online aplication with union dates about researchers and research organisations • Main goal - establishing integrally research space • Implementing by Academy of Science and Art of B&H • Developed by team from the Electrotechnical faculty university of Sarajevo • Financial support from Ministry of education and science of Canton Sarajevo and Ministry of education and science of Federation B&H

Canton Sarajevo for Canton Sarajevo • Emerald database – 1995 and 1996 • UTIC – University teleinformatic centar – main role in structurating integral research spase for the University of Sarajevo and Canton Sarajevo • Faculty of economics University of Sarajevo – few independent subsriptions through Journal Donation Programme (Acta Sociologica, Business Strategy Review, Cambridge Journal of economics etc.) • CC – Canton Sarajevo, Federation B&H

Electronic-information consortium of B&H • 2005 – establishing - eIFL net member • Organising trainings for the researchers, university staff and librarians • Choosing subscription and administrating databases • Coordinating activities in this sector between ministries, universities, faculties, instututes and other relevant factors

  20. (Re) oranisation RDA sector • 1. Making state law in a domain of scientific-research work and scientific-technology development; • 2. Reconstructing the scientific research infrastructure (electronic data bases, labaratoeries, equipment and materials); • 3. Making a list of priority areas for science and technology; • 4. Making a net of scientific institutions and institutions for development; • 5. Intensive scientific cooperation inside the country in the region and with international partners; • 6. Investments in education and specialized exercises for young explorers and scientistic; • 7. Revitalization of scientific and research institutions and their research capacity. • 8. Economy based on knowladge – EU – help with re (organising) of the RDA sector
