Sin Tax Wars: The Fight Continues

On November 21, 2012, civil society examined the implications of the Senate's sin tax amendment efforts, including Senator Bongbong Marcos's proposal to lower cigarette tax rates. He argued this would still generate PHP 40 billion despite controversial data manipulation. Senator Ralph Recto reduced yearly tax increases from 5% to 4%, complicating earmarking for Universal Health Care. Senator Joker Arroyo opposed this earmark. Recent achievements include the removal of the price class freeze and a unitary cigarette tax rate scheduled for PHP 26 by 2017, along with increased alcohol taxes and earmarked health funds.

  4. What we have secured so far… Removal of the price class freeze. A unitary tax rate of P26 for cigarettes by 2017. Annual tax increases of no less than 4%. Higher tax rates for alcohol. Earmarking of funds for health care and alternative livelihood for tobacco farmers and workers.
