The determination of whether the difference between two estimates is not likely to be from random chance (sampling error) alone. Standard Error. The standard error is a measure of the deviation of a sample estimate from the average of all possible samples. Margin of Error (MOE). An MOE is the difference between an estimate and its upper or lower confidence bounds. Confidence bounds can be created by adding the MOE to the estimate (for the upper bound) and subtracting the MOE from the estimate (for the lower bound). All published ACS MOEs are based on a 90 percent confidence level. 2005-2009 Estimate Range: 29.8 to 30.4 (30.1-0.3) to (30.1+0.3) 2000 Estimate Range: 27.0 to 27.4 (27.2-0.2) to (27.2+0.2) Difference: 2.9 (30.1-27.2)
