Background – Membership & Purpose • In 2008 Energy Networks Association (ENA) member companies commenced development of the Australian Skills Passport. • Initially the working group consisted entirely of ENA member companies • Since that time, membership has expanded to include the ETU, EE-Oz and the Dept of Energy Resources and Tourism (DRET) • The Passport’s primary purpose is to remove barriers to the portability of the Electricity Supply Industry (ESI) workforce and to encourage convergence in ESI training standards

Background – Passport Types • There are two types of Passports being developed under the same principles and rules: • Paper Passport • Primarily the same as the current Victorian and Tasmanian Passports with improved design • Electronic Passport • An IT system which relies on the digital recording of information onto a credit card sized plastic card • Information is retrieved using a central data base

Background – Website & Rules • The Passport working group (WG) has developed a website which acts as an information portal and a window to the Passport database • To underpin the consistent application of the Passport across the ESI, the WG has developed Administration Rules which address: • Responsibilities • Passport issue, records and numbering • Passport entries • The database • Withdrawals and restrictions • Mutual Aid

Background – The database • The database being used to manage the Passport is based on a project initiated in QLD in 2008 • The database has the ability to generate a unique number for all ESI workers in Australia. • Allows industry to run demographic reports such as profiling of trades by age and jurisdiction. • Data to be collected for recording in database is limited to: • Name, DOB, Gender • Functional Role (eg. Lineworker) • Employer • Issuing Network Operator, date of issue and state • Adherence to Privacy Act through strict administration rules overseen by the Passport Steering Committee

6. Background – Project Status • As at March 2010, the current status of the Passport project is: • Endorsement of the Passport project has been given by the Fed govt. ETU, EE-Oz and ENA member companies • The final design of the paper passport is complete • The database is approximately 90% complete and in final testing stage • The Administration Rules are 90% complete • Stakeholder consultation programs have been established and are underway

Competency Standard Units (CSU) • Nationally endorsed CSU’s • http://www.esipassport.com.au/ • Registered Training Organisation’s • Engage or partner • RTO issues Statements of Attainment (initial only) • RPL/RCC • Train/Assess • VESI Modules and Training Matrix • Updated where required to incorporate National CSUs • VESI Modules will still include non-national requirements • Subsequent refresher training • Delivered by a RTO or Cert IV Trainer as per VESI requirements

Competency Standard Units (CSU) cont’d • The EE-OZ ESI TDR Portal have been updated to reflect the national endorsement of UET09 Version 2 which includes the Refresher Training units and Skill Sets at • EE-Oz EST TDR Portal • A link has been placed on this page to the Industry Endorsed Support Materials including the agreed Learning and Assessment Plans for these units at • Learning & Assessment Plans (LAPs)

10. Passport Process • Australian ESI Skills Passport • http://www.esipassport.com.au/ • All expiry dates in this Passport should meet the relevant Network Operators frequency • Where there is no course description, the course should be handwritten in the available space • Passport entries (samples) as per rules • Recognise overlap of VESI & Australian Skills passports • Training reports in lieu of keeping VESI passports must be on letterhead

11. Passport Process • Issue process • Passports will be issued to people who: • Hold a written authority issued by a Network Operator to access a Network • Are required by a Network Operator to undertake tasks requiring training specified in the Australian ESI Skills Passport and VESI Training modules.

Passport Process • Issue process (cont) • The Network Operator for whom you are engaged for the majority of your time will issue the Passport • Allocation of contractors to Network Operators • Data requirements from contractors • Bulk upload • Individual Application • http://www.esipassport.com.au/ • Lost Passports are to be reported to the issuing Network Operator and can be replaced by the current host Network Operator • Issuing timeline Name, DOB, Gender Functional Role (eg.
