  2. Statutory Induction • Statutory induction is the bridge between ITT and a career in teaching. • The teachers standards will be used to assess an NQT’s performance at the end of their induction period

  3. The Induction Process • The institutions in which induction can be served now include a PRU and LA maintained children’s centre as well as LA schools, academies and Free schools. • A school requiring special measures cannot offer statutory induction although some exceptions do exist.

The Induction Period • A qualified teacher cannot be employed as a teacher in a relevant school in England unless they have satisfactorily completed an induction period • There is no set time limit for starting or completing an induction period • If an induction period has not been completed then short term supply work can only be carried out for a maximum of five years • There is no legal requirement to complete an induction period if an NQT intends to work solely in the independent sector including an academy

  5. The Induction Period • The induction period is the full time equivalent of one school year – usually three school terms • The minimum period of employment that can be counted towards completion of the induction period is one term

The Induction Period • An NQT has only one chance to complete statutory induction • An NQT can be in danger of not meeting the standards in their first and second terms but still satisfactorily complete their induction period • An NQT who fails to meet the standards cannot be employed lawfully as a teacher in a relevant school

  7. Starting Induction • The HT/Principal must undertake pre-employment checks before the NQT takes up post • An NQT must be awarded QTS before undertaking induction. This must be checked with the Teaching Agency • The post must be suitable and enable the NQT to meet the relevant standards

Starting Induction An NQT can expect: • A post which enables them to meet the relevant standards • A job with reasonable demands (including discipline problems) • To teach within the age range and/or subject for which they were employed • To regularly teach the same class • A reduced timetable (in addition to PPA) to enable them to undertake activities in their induction programme

Starting Induction An NQT can expect: • To complete similar planning, teaching and assessment processes to their school colleagues • To be provided with appropriate preparation and support if asked to undertake additional non-teaching responsibilities • The support of an Induction Tutor • A headteacher/principal to make the recommendation about whether standards have been met • An Appropriate Body to quality assure the induction process

Monitoring Support and Assessment A personalised programme must be put in place for the NQT and include: • Support and guidance from a designated induction tutor who has the time and experience to carry out the role effectively • Observation of the NQT’s teaching and follow-up discussion • Regular professional reviews of progress • NQT’s observation of experienced teachers

  11. Observations of the NQT • An NQT’s teaching should be observed at intervals throughout their induction period • Feedback should be prompt and constructive • A brief written record should be made which indicates where any development needs have been identified

Professional Progress Reviews • The Induction Tutor should review the NQT’s progress at regular intervals • Reviews should be informed by evidence of the NQT’s teaching • Objectives should be reviewed and revised according to the Teachers’ Standards and the needs of the NQT • NQT should record evidence of progress towards objectives and agreed steps to support them in meeting their objectives

  13. Formal Assessments • There should be three formal assessments which should occur as near to the end of each term as possible • Evidence should be drawn from the NQT’s work as a teacher • Judgements should relate directly to the relevant standards – there should be no surprises!

Formal Assessments • Formal assessment forms should be completed for the first and second assessments with a clear indication of whether the NQT is making satisfactory progress towards meeting the standards • The final assessment will form the basis of the Headteacher/Principal’s recommendation to the Appropriate Body

  15. Formal Assessments • When forms are complete the NQT should add their comments • Forms should be signed by the NQT, Induction Tutor and Headteacher/Principal • NQT keeps original form • Copies sent to the Appropriate Body within ten days – these may be submitted electronically

  16. Raising Concerns • An NQT should raise concerns about their induction programme with their Induction Tutor • If the matter is not resolved then the NQT may notify the named contact at the Appropriate Body • The named contact will then investigate the concerns

  17. Raising Concerns • If a school has concerns then they must immediately inform the named contact at the Appropriate Body • Additional monitoring and support measures must be put in place immediately • The NQT must be made aware

  18. Appropriate Body The AB makes the final decision as to whether or not an NQT has met the relevant standards, drawing upon the recommendation of the headteacher/principal

  19. Appropriate Body Within 20 days of the school’s recommendation the AB must decide whether the NQT has: - achieved the standards and so satisfactorily completed induction - requires an extension - failed to satisfactorily complete the induction

  20. Appropriate Body When the decision has been made and recorded LA will e-mail the: - Headteacher/Principal - Employer (if different) - Teaching Agency

  21. Record Keeping • Forms should be kept for 6 years • The AB should contact a school if forms are not received on time • If an NQT has completed part of their induction in another institution it is the new school’s responsibility to obtain copies of forms and check the progress of the NQT

Special Circumstances Extending the induction period The AB may/will extend the induction period: • If the NQT has 30 or more days absence • If the NQT has a break in their induction which includes statutory maternity leave • When there is insufficient evidence on which a decision can be based

  24. Special Circumstances Reducing the induction period The AB has the discretion to reduce the induction period: • To one term if the NQT has significant teaching • By up to 29 days to take account of absence

Quality of leadership in, and management of, the school Inspectors should consider: The robustness of performance management and effectiveness of strategies for improving teaching…..this is demonstrated through: • the coherence and effectiveness of the programme of professional development, and the opportunities provided for promotion. Particular attention should be given to the extent to which professional development is based on the identified needs of staff and the needs of newly qualified teachers and teachers at an early stage of their career
