  1. MAIL PREPARATION INITIATIVES Flat Mail Preparation Optimization Issue #81 May 18, 2005

  2. Bundle Integrity • eMIR Blitz underway that focuses on bundle integrity issues and solutions • Bundle Integrity Federal Register • Strengthen integrity standard, by adding a recommended four-foot drop test • Require double-strapping and/or shrink-wrap on bundles less than one inch in height • No longer require shrink-wrap on all bundles prepared on BMC pallets • Expected to be published within the next 4 to 6 weeks

  3. Mixed Carrier-Route Bundle • Thin bundles are problematic in terms of integrity when strapped • It is difficult to create tension in the bands • One proposed solution would be to allow 5D CRs bundles that would result in sufficient pieces in a bundle to create strap tension • Single straps on CR bundles, then together double strapped into a 5D CRs bundle • Would require a new OEL

  4. Get Out of Sacks – Near Term • Optional 100 lb dropshipped pallets • PER/NEWS, STD, and BPM bundles on pallets • SCF pallets dropped at DSCFs, ADC pallets dropped at DADCs, and BMC pallets dropped at DBMCs • Or last/only pallet dropped at destination • Published in last week’s Postal Bulletin

  5. Get Out of Sacks – Near Term • Unsacked STD ECR bundles at DDUs • Consistent with existing option for PER • Bundles unloaded at delivery unit into locally specified containers and sorted by zone • Expected to be published in next Postal Bulletin • Elimination of PER “skin” sacks • Expected to be published in the Federal Register within the next month

  6. Get Out of Sacks – Near Term • Required 250 lb pallets • Prevents mail from falling to sacks • PER/NEWS, STD, and BPM bundles on pallets • ADC pallets for PER/NEWS and BMC/ASF pallets for STD/BPM, regardless of entry • Expected to be published in the Federal Register for comment within the next month

  7. Get Out of Sacks – Longer Term • ADC Pallet Protection • Unsacked bundles dropped at DSCFs • Reintroduction of the Mixed/Residual Pallet for PER/NEWS and STD bundles • Develop tray-based preparation options for PER/NEWS and STD flats
