Background and Methodology • In September 2011 the United Way of Northern Shenandoah Valley, with headquarters in Winchester, VA initiated a research project to accomplish the following objectives: • Obtain data about the impact of seniors living on a fixed income in the Lord Fairfax Planning District (the city of Winchester and the counties of Frederick, Clarke, Warren, Shenandoah and Page) • Obtain data about seniors on a fixed income and their access to basic services and having basic needs met • Obtain data about seniors concerning whether they receive assistance from various non-government sources • The United Way asked AIRvan Consulting president Alice Irvan to provide professional research assistance including data analysis and reporting. AIRvan Consulting is an independent consulting firm with expertise in marketing, public relations and research with headquarters in Winchester, VA. Work was provided pro bono. • The most efficient and cost-effective way to reach large numbers of seniors on fixed incomes in the service area was to work in partnership with the Shenandoah Area Agency on Aging (SAAA). • Joe Shtulman, President/CPO of the United Way, led with project with assistance from Bill Crawford, Director of Case Management for the SAAA, with research advice and assistance from Alice Irvan, President of AIRvan Consulting. • Survey questions were developed to meet the key objectives and a printed survey was developed.   4. Background and Methodology (continued) • Surveys were distributed to seniors at the six area Activity Living Centers administered by the SAAA as between September 12 and September 23, 2011. Staff and volunteers were available to assist seniors with the surveys, if needed. Surveys were also distributed to homebound seniors and to seniors participating in Meals On Wheels programs. All responses are anonymous and confidential and not able to be identified with any individual. • A total of 253 surveys were returned. Not all respondents answered all questions. • Summary graphs in the highlights section which show answers to multiple questions do not include an overall base because the number of respondents answering each question varied. • Data was analyzed for statistically significant differences between sub-groups (such as counties) at the 90% and 80% confidence levels. • A census of all seniors attending activities at these specific centers was attempted. The data is assumed to be as representative as possible of all seniors who attend those centers. For this reason, no statement about confidence level of the overall data is provided. • Similarly, because there is no way to determine the universe of seniors living on a fixed income in these areas it is not possible to say this sampling is representative of all seniors in the areas. • This data, however, has implications for and can be used to understand needs of seniors living on fixed incomes in these areas. • Data from this survey can be compared with data from the US Census and with other data about seniors in general. Additionally, data from this survey can be used to understand needs and living conditions of seniors and to help allocate resources to assist them. • Use caution in examining statistics for any sub-group with fewer than 30 responses. • NOTE: Differences in responses sorted by total versus categories (such as by county or income category) may vary due to roundingand because not all respondents answered all questions.   6. Executive Summary of Findings About Local Seniors in 2011 • Overall, many seniors living on a fixed income in the area served by the United Way of Shenandoah Valley have many of their needs met. However, there is still a group of seniors with unmet needs and the need for services for seniors in this area continues. • Concern about not being able to afford assisted living, if and when needed, resonates among seniors, with more seniors saying “yes” to this concern than to any other concern listed. • Close to four out of ten (38%) seniors in this area (the city of Winchester and the counties of Clarke, Frederick, Page, Shenandoah, Warren) are concerned they might not be able to afford assisted living, if and when they need it. Of all statements about living on a fixed income in the survey, this statement has the largest number of seniors who say it describes their situation in 2011. An additional 12% are “not sure.” • About half (49%) of seniors with annual household incomes below $10,000 are concerned they might not be able to afford assisted living; about four in ten (38%) of those with incomes of $10,000 to $14,999, about three in ten (31%) of those with incomes $15,000 to $24,999, and about four in ten (43%) of those with incomes of $$25,000 to $34,999 are concerned. Executive Summary of Findings About Local Seniors in 2011 • The next highest number of seniors, close to one out of three (31%), are afraid of falling and not having anyone find them quickly. • About one-fourth (24%) didn’t go to a dentist or have dental care because they couldn’t afford the co-pay or the cost of the visit. • About one-fourth (24%) have been unable to pay for all the medicines prescribed. • About one-fifth (19%) need and do not have in-home assistance with cleaning their home. Of all statements about access to care tested in the survey, this statement that has the largest number of seniors who say it describes their situation in 2011. • The next highest number of seniors, just over one out of ten (14%) need and do not have someone from outside my home to visit occasionally. • A similar number (13%) need and do not have transportation to go out for groceries or other needs. • Just over six out of ten (62%) of seniors say they receive help from family for needs such as transportation, food, medicines, visitation, or finances. • Close to half (47%) of seniors receive help from friends, and about one-third receive help from community organizations (33%), neighbors (32%), or religious organizations (32%). Executive Summary of Findings About Local Seniors in 2011 (continued) • Close to half (46%) of seniors report annual household incomes of less than $10,000, and close to three out of ten (28%) report annual household incomes of $10,000 to $14,999. • Seniors in Winchester are significantly more likely than seniors in Clarke, Page, Shenandoah and Warren Counties to need and not have someone from outside their home to visit occasionally. • Seniors in Winchester are significantly more likely than seniors in Clarke, Frederick, Page, Shenandoah, and Warren Counties to have been so depressed they didn’t get out of bed or dress for a day or longer. • Seniors in Winchester are significantly more likely than seniors in Clarke and Warren Counties to be afraid of falling and not having anyone find them quickly. • When asked a open-end question about the number one thing they need help with at this time, only 109 out of 253 seniors who participated in the survey answered the question. Of those, just over one in ten (12%) indicated their current needs are met. • The most frequently mentioned categories of needs (in this open-end question) are assistance with food or meals or meal preparation and assistance with house cleaning—each category receiving 13% of all items mentioned.
